About the Role:

Billing Engineer will be responsible for planning, estimation, technical review, monitoring, cost control, quality assurance, billing verification, and overall coordination of civil construction, repair, maintenance, and infrastructure improvement works across multiple school campuses.

The role will be based at the Head Office and will involve reviewing requirements received from field teams, validating technical proposals, preparing and reviewing estimates and BOQs, coordinating with SCM/vendors/consultants, monitoring progress, reviewing measurements and bills, tracking budgets, and providing technical guidance to field engineers.

Responsibilities:

- Review and validate civil work requirements received from schools and field teams.

- Conduct technical assessments of proposed works and provide recommendations based on priority, necessity, durability, and cost effectiveness.

- Prepare and review:

- BOQs

- Estimates

- Rate analysis

- Scope of Work

- Technical specifications

- Material requirements

- Review estimates and BOQs prepared by field engineers, consultants, and vendors for quantity accuracy, scope completeness, technical suitability, and cost reasonableness.

- Review drawings, specifications, methodologies, and proposed materials for major civil works.

- Review structural audit reports and consultant recommendations and coordinate for appropriate corrective measures.

- Provide technical guidance to field engineers for execution-related technical issues,



without being responsible for day-to-day site execution.

- Monitor progress of approved civil works across multiple locations through trackers, DPR/WPR, photographs, review meetings, and regular follow-ups.

- Coordinate with field engineers to ensure that approved works are progressing as per scope, budget, quality requirements, and committed timelines.

- Coordinate with SCM for:

- Vendor identification

- Technical evaluation

- PCN/work-order processing

- Vendor mobilization

- Work-order-related matters

- Review vendor proposals and provide technical recommendations considering scope, capability, quality, rates, and timelines.

- Monitor vendor performance through field teams and ensure timely resolution of issues and pending activities.

- Review site measurements and contractor bills submitted by field engineers.

- Verify bills against:

- Approved BOQ

- Work order

- Actual measured quantities

- Approved rates

- Scope of work

- Completion status

- Review and validate running bills, final bills, variations, extra items, and quantity deviations before further processing.

- Monitor approved budgets and support AOP preparation, budget planning, cost estimation, and cost utilization tracking.

- Review cost deviations and identify opportunities for economical and durable solutions.

- Coordinate with Finance regarding billing, budget utilization, payment-related issues, and financial closure of works.

- Coordinate with Electrical, Operations, SCM, consultants, vendors, and other stakeholders wherever civil works are interdependent.

- Review quality-related issues reported from sites and guide field teams on appropriate corrective measures.

- Ensure compliance with applicable IS Codes, NBC provisions, approved drawings/specifications, safety requirements, and organizational processes.

- Ensure that appropriate child-safety and work-site safety requirements are incorporated into work planning and execution through field teams.

- Conduct regular review meetings with field engineers and track pending activities, critical issues, and committed timelines.

- Analyze recurring maintenance issues and recommend long-term,



economical, and durable solutions.

- Maintain consolidated records of:

- Approved works

- Estimates and BOQs

- Work orders

- Progress

- Measurements

- Bills

- Budget utilization

- Pending works

- Completion status

- Prepare management updates and reports on project/work status, budget, expenditure, critical issues, and pending activities.

- Review and support closure of completed works including snag status, completion documentation, final measurement, and billing.

Provide technical support and guidance to field engineers and help improve their quality of work, documentation, estimation, and reporting.

Required Qualifications & Experience

- Diploma / B.E. / B. Tech in Civil Engineering.

- 8–10 years of relevant experience in civil engineering, construction, project coordination, estimation, quantity surveying, billing, or building maintenance.

- Strong experience in BOQ preparation, estimation, rate analysis, quantity verification, billing, cost control, and technical review.

- Experience in managing and monitoring civil works across multiple locations will be preferred.

- Experience in institutional, school, commercial, residential, or large-campus projects will be an advantage.

Experience in coordinating with SCM, Finance, consultants, vendors, and field teams will be preferred.

Skills & Competencies

- Strong knowledge of estimation, BOQ, rate analysis, quantity surveying, measurement, and billing.

- Ability to technically review estimates, BOQs, drawings, specifications, and vendor proposals.

- Good understanding of civil construction, repair, maintenance, structural repair, waterproofing, flooring, finishing, and infrastructure works.

- Strong analytical and cost-control skills.

- Must have knowledge of IS Codes, NBC requirements, DSR & DAR.

- Strong vendor and stakeholder coordination skills.

- Strong problem-solving and technical decision-making ability.

- Good understanding of budgeting, AOP, cost monitoring, and financial control.

- Strong documentation, reporting, and MIS skills.

- Ability to guide and technically support field engineers.

- Strong ownership, follow-up, and closure orientation.
- Good communication and coordination skills.
