Job Title: ENGINEERING MANAGER (PLC / SCADA & INSTRUMENTATION)

ROLE SUMMARY

The Engineering Manager will lead end-to-end Engineering, Procurement & Construction (EPC) of PLC/SCADA and Instrumentation projects for water supply, irrigation, and pump house infrastructure. This is a hands-on leadership role responsible for technical design, procurement, site execution, commissioning, and team development – building Navtech’s EPC automation practice from the ground up.

KEY RESPONSIBILITIES

EPC Project Management

• Lead EPC projects from engineering kick-off through procurement, FAT, SAT, commissioning & handover.

• Manage project timelines, BOQs, vendor negotiations, subcontractors, and site commissioning teams.

• Review and approve drawings, panel layouts, cable schedules, loop diagrams, and MARs.

SCADA System Design & Architecture

• Design SCADA architecture for water treatment plants,



irrigation pump houses, and distribution networks.

• Prepare FDS, system architecture documents, I/O schedules, and SCADA graphic standards.

• Select SCADA platforms (Ignition, AVEVA, WinCC, Wonderware) and define protocols (Modbus, DNP3, IEC 60870, OPC-UA).

PLC / RTU Programming & Integration

• Develop and review PLC/RTU logic (Siemens, Allen Bradley, Schneider, ABB) for pump control, level monitoring, flow management, and interlocks.

Integrate field instruments with SCADA via wired/wireless/GPRS communication networks.

Instrumentation Engineering

• Prepare instrument index, datasheet, hook-up diagrams, cause & effect matrix, and I/O list for all field instruments.

• Select and procure instruments – flow meters, pressure/level transmitters, analyzers, VFDs, and motor starters.

• Ensure calibration, loop checks, and functional testing of all field instruments prior to commissioning.

Networking, Infrastructure & Cybersecurity

• Design OT network topology – industrial Ethernet, fiber optic, GPRS/4G RTUs, VPN, and OT firewall segmentation.

• Set up SCADA server infrastructure – historian, redundant servers, HMI workstations, and cloud/edge connectivity.

Client Engagement & Team Building





• Serve as primary technical contact for clients, consultants, and government water project authorities.

• Prepare technical proposals, presentations, and BOQs for pre-bid and project stages.

Recruit, mentor, and manage SCADA engineers, instrumentation engineers, and commissioning specialists;

TECHNICAL SKILLS

SCADA / HMI : Ignition, AVEVA, Wonderware, WinCC, Vijeo Citect

Protocols : Modbus, DNP3, IEC 60870-5, PROFIBUS, OPC-UA, MQTT

PLC / RTU : Siemens S7, Allen Bradley, Schneider Modicon, ABB, Delta

Instrumentation : Flow meters, Level/Pressure transmitters, Analyzers, VFDs, MFM

Networking : Industrial Ethernet, Fiber, GPRS/4G RTUs, VPN, OT Firewall

Tools : AutoCAD, EPLAN, MS Project, MS Office

EXPERIENCE

• 7–10 years in PLC/SCADA/Instrumentation engineering with 3–4 years in water/irrigation EPC projects.

• Proven track record of independently managing end-to-end EPC project delivery – design through commissioning.

• Experience with government/municipal water utilities or irrigation departments preferred.

QUALIFICATIONS

• B.E./B.Tech – Electrical, Electronics, Instrumentation, or E&C; Engineering.

• M.Tech or MBA (relevant field) will be an added advantage.

Certifications in SCADA platforms (Ignition, AVEVA, WinCC) or PLC programming preferred.
