Job Summary :

The Cost Engineer establishes, maintains, and monitors project cost estimation and cost-control frameworks across the Group's real estate and construction projects, giving management an independent, verified view of project budgets, commitments, actual expenditure, variations, and forecast final cost throughout the project lifecycle.

Key Roles & Responsibilities :

- Prepare and review preliminary and detailed cost estimates at concept, design, tender, and execution stages, and establish cost plans based on scope, quantities, specifications, market rates, and historical benchmarks.
- Establish and maintain the approved project cost baseline, and track Budget vs. Committed vs. Actual vs. Forecast performance across assigned projects, maintaining a clear, auditable reconciliation between the four.
- Review quantities, BOQs, and consultant estimates to catch errors, omissions, and abnormal quantities before tender; review contractor and supplier commercial submissions, benchmark rates, and flag unbalanced pricing to support Procurement's tender recommendations. The role does not award tenders or approve payments — it provides the cost assurance behind those decisions.
- Maintain the Estimate at Completion (EAC) for assigned projects, analyze the root causes of significant cost variances, and independently forecast the realistic final cost of each project ahead of completion.
- Review, assess, and negotiate contractor/vendor variation orders (VOs) and change requests in strict accordance with contract terms.
- Scrutinize substantiation of rates,



build-ups, and preliminaries submitted by contractors for variation works.
- Prepare detailed counter-valuations and variation assessments, supporting the project manager in commercial negotiations.
- Maintain a variation register and ensure all changes are properly instructed, valued, and agreed on time.
- Provide commercial input into dispute resolution, adjudication, or mediation proceedings as required.
- Assess the cost impact of variations, design changes, and claims, and maintain a centralized cost-change register that gives early warning of budget impact before changes are approved.
- Prepare consolidated weekly/monthly cost reports covering budget, commitments, actuals, forecast, variances, and required decisions, escalating to the VP – Projects any variance exceeding an agreed threshold rather than waiting for the periodic report cycle.
- Build and maintain a cost database of historical project costs, construction rates, and cost/m² benchmarks to sharpen the accuracy of future estimates across the Group's real estate portfolio.

Qualifications & Certifications :

- Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management, Cost Engineering, or a related field.
- Recognized cost/QS certification is required — MRICS/RICS, AACE (CCP or CEP), or an equivalent qualified certification — reflecting the independence and rigor expected of this role. PMP is a secondary advantage but not a substitute for a cost-specific credential.

Work Experience

- Minimum 8 years of relevant experience (8–12 years preferred) in cost estimating, quantity surveying, or cost control.
- Prior experience in real estate development or capital construction projects is required — this is not a general project-controls role. Experience with a developer, PMC, consultancy, or major contractor is preferred, and Saudi/GCC experience is highly preferred.
- Demonstrated experience establishing budgets, reviewing BOQs, evaluating tenders, and forecasting final costs is essential.

Language Skills :

Fluent in written and spoken English. Arabic is an advantage.
