Position Title: Proposal Writer
Employment Type: Full-Time
Work Location: Fully Remote
Work Hours: 9:00 AM – 5:00 PM U.S. Central Time
Position Summary
We are seeking an experienced and highly organized Proposal Writer to support the development and submission of proposals for contracting opportunities. This is a fully remote position, with working hours from 9:00 AM to 5:00 PM U.S. Central Time.
The Proposal Writer will manage the proposal process from solicitation review through final submission, ensuring responses are compliant, persuasive, accurate, and submitted on time.
The ideal candidate has experience responding to RFPs, RFQs, RFIs, ITBs, and other government solicitations, preferably for information technology, professional services, consulting, or staff augmentation contracts.
Key Responsibilities
- Review and analyze government solicitations to identify requirements, evaluation criteria, mandatory qualifications, forms, and deadlines.
- Develop proposal outlines, compliance matrices, proposal schedules, and submission checklists.
- Lead and coordinate proposal development from initial bid/no-bid review through final submission.
- Write clear, persuasive, and customized proposal responses that directly address government evaluation criteria and solicitation requirements.
- Develop and edit executive summaries, technical approaches, management approaches, staffing plans, implementation methodologies, corporate qualifications, key personnel resumes, past performance, project experience, and supplier-diversity sections.
- Coordinate with company leadership, technical subject matter experts, project managers, recruiters, and business development personnel to obtain required proposal content.
- Ensure responses clearly communicate company qualifications,
differentiators, relevant government experience, and value to the agency.
- Maintain strict compliance with solicitation instructions, page limitations, formatting requirements, required forms, and submission procedures.
- Manage proposal calendars and internal deadlines and proactively follow up with contributors to ensure timely completion.
- Conduct final quality-control reviews for compliance, accuracy, consistency, grammar, formatting, and completeness.
- Support electronic proposal submissions through procurement portals.
- Monitor government procurement portals for relevant contracting opportunities.
- Research government agencies, incumbent contractors, existing contracts, procurement histories, and upcoming solicitations to support capture and proposal strategy.
- Maintain a centralized library of past performance, resumes, project descriptions, certifications, corporate information, and reusable proposal content.
- Assist with government vendor registrations, prequalification applications, certifications, contract renewals, and related business-development activities.
- Support oral presentations, clarification responses, interviews, negotiations, and Best and Final Offers (BAFOs), when required.
Required Qualifications
- Bachelor's degree in English, Communications, Business, Public Administration, Marketing, Information Technology, or a related field.
- Strong proposal writing, editing, proofreading, and research skills.
- Demonstrated ability to interpret detailed government solicitation requirements.
- Excellent attention to detail and ability to identify mandatory requirements.
- Strong organizational and project-management skills.
- Ability to manage multiple government opportunities and deadlines simultaneously.
- Robust proficiency in Microsoft Word, Excel, PowerPoint, and Adobe Acrobat.
- Ability to work independently in a fully remote environment.
- Strong communication skills and ability to coordinate effectively with leadership and technical personnel.
- Ability to consistently work 9:00 AM – 5:00 PM U.S. Central Time.
Preferred Qualifications
- 2–5+ years of proposal writing or proposal management experience, preferably involving government contracting.
- Experience developing proposals for state and local government agencies.
- Federal government proposal experience is a plus.
- Experience with IT consulting, IT staff augmentation, technology implementation, cybersecurity, cloud, data and analytics, ERP, application development, or digital transformation proposals.
- Familiarity with government procurement terminology, contracting processes, and evaluation methodologies.
- Experience with statewide contracts, master service agreements, IDIQs, task-order contracts, and prequalified vendor pools.
- Familiarity with SAM.gov and state/local procurement systems.
- Experience coordinating teaming arrangements and subcontractor documentation.
- Familiarity with MBE, WBE, DBE, SBE, and other supplier-diversity programs.
- APMP certification or familiarity with Shipley/APMP proposal methodologies is a plus.
