About the Role

We are looking for an experienced Construction Vendor & Procurement Manager to lead contractor prequalification, procurement planning, vendor intelligence, and contractor performance management for large-scale construction projects.

The role will act as a bridge between Construction Project Delivery, Procurement, Commercial, and Technology teams to establish data-driven procurement processes and AI-enabled contractor intelligence frameworks. The ideal candidate should have strong experience in construction planning, contractor management, tendering, procurement, and vendor performance evaluation.

Key Responsibilities

Contractor Onboarding & Prequalification

- Manage end-to-end contractor onboarding and prequalification processes.
- Evaluate contractors based on technical capability, financial strength, manpower, equipment, HSE, quality, and project experience.
- Develop contractor qualification frameworks and eligibility criteria.
- Maintain contractor databases and compliance records.
- Identify documentation gaps and contractor capability risks.

Contractor Performance Management
- Develop and manage contractor performance scorecards.
- Track performance across cost, quality, schedule, HSE, productivity, resources, defects, responsiveness, and commercial performance.
- Analyze historical contractor performance and establish contractor rating systems.
- Support contractor selection through objective performance-based evaluation.

Construction Procurement
- Support procurement planning for construction projects.




- Review BOQs, specifications, drawings, and work packages.
- Participate in contractor sourcing, tendering, RFQ/RFP management, and bid evaluation.
- Support commercial and technical assessments, negotiations, and award recommendations.
- Identify procurement risks and contractor capacity constraints.

Resource & Contractor Planning
- Assess project scope, schedules, and construction phases to determine contractor requirements.
- Map contractors to trades, work packages, and project phases.
- Analyze contractor availability, workload, and capacity.
- Develop forecasting models for future contractor requirements and procurement planning.

Data Analytics & AI Enablement
- Collaborate with technology and AI teams to define contractor intelligence requirements.
- Establish business rules, performance parameters, and contractor evaluation frameworks.
- Validate AI-driven contractor recommendations and procurement forecasts.
- Support development of contractor intelligence, performance analytics, and forecasting models.
- Identify opportunities for automation and AI-driven decision-making.

Process Improvement & Digital Transformation
- Document procurement and contractor management workflows.
- Develop SOPs, templates, evaluation frameworks, and governance processes.
- Recommend automation opportunities and process improvements.
- Support implementation of vendor management, procurement,



and construction management systems.

Required Skills Construction & Project Planning
- Strong understanding of construction execution, planning, and project delivery.
- Ability to interpret BOQs, drawings, specifications, and work packages.
- Experience with Primavera P6, MS Project, or similar planning tools.

Procurement & Vendor Management
- Robust experience in construction procurement and contractor sourcing.
- Experience managing contractor prequalification and tender processes.
- Knowledge of commercial and technical bid evaluations.
- Experience maintaining contractor/vendor performance databases.

Data & Technology
- Advanced Excel and data analysis skills.
- Experience with Power BI or similar analytics platforms preferred.
- Exposure to ERP, procurement, vendor management, or construction management systems.
- Understanding of AI, machine learning, analytics, or digital transformation initiatives is highly desirable.

Stakeholder Management
- Strong communication, presentation, and stakeholder management skills.
- Ability to work with Project Directors, Procurement Heads, Commercial Teams, and Technology Teams.
- Strong analytical and problem-solving capabilities.

Education
- Bachelor's Degree in Civil Engineering, Construction Management, Quantity Surveying, Procurement, or related field.
