Roles & Responsibilities of HR & Admin Manager
1. Human Resources Management
Plan and maintain manpower requirements for melting, molding, core making, fettling, shot blasting, machining, quality, maintenance, stores, and other departments.
Prepare manpower budgets and recruitment plans based on production requirements.
Recruit operators, technicians, engineers, supervisors, contract workers, and office staff.
Manage joining formalities, employee documentation, personnel files, ID cards, attendance, and employment records.
Develop and maintain job descriptions, organizational structures, and manpower allocation.
Coordinate employee transfers, promotions, confirmations, increments, and disciplinary actions.
Manage employee grievances and maintain good employee relations.
Conduct employee engagement activities and welfare programs.
Monitor absenteeism, attrition, overtime, and manpower productivity.
2. Recruitment & Workforce Planning
Coordinate with Production, Quality, Maintenance, Stores, and other HODs to identify manpower requirements.
Source candidates through recruitment agencies, local hiring, apprenticeships, ITIs, and other channels.
Conduct preliminary interviews and coordinate technical interviews with department heads.
Ensure adequate skilled manpower is available for critical foundry operations.
Maintain a database of skilled and semi-skilled workers.
Develop succession and backup plans for critical positions.
3. Attendance, Payroll & Time Office
Manage biometric/manual attendance, shift schedules, weekly offs, and leave records.
Coordinate preparation and verification of monthly payroll.
Check overtime, incentives, shift allowances, deductions, advances, and other payroll components.
Monitor contract-labour attendance and wage records.
Resolve attendance and salary-related employee issues.
Maintain proper records for payroll audits.
4. Statutory Compliance
Ensure compliance with applicable labour, factory, social-security, and employment laws, including requirements relating to:
Factories and working conditions
Minimum wages and wages/payment requirements
Working hours, shifts, overtime, leave, and holidays
Provident Fund (PF)
Employees' State Insurance (ESI)
Gratuity
Bonus
Contract labour
Employee records and statutory registers
Factory licence and related labour documentation
Government inspections and statutory returns
For an Indian foundry, the manager should work closely with the factory's legal/compliance consultant and the Factory Manager/Safety Officer because requirements can vary by state and establishment.
5. Contract Labour Management
Manage manpower supplied by contractors.
Verify contractor licences, agreements, and statutory registrations.
Check contractor attendance, wages, PF/ESI compliance, and other required records.
Ensure contract workers receive required PPE,
training, welfare facilities, and induction.
Monitor contractor performance and manpower deployment.
Coordinate contractor bills and verify them against attendance and agreed rates.
6. Training & Skill Development
Prepare annual and monthly training calendars.
Conduct induction training for new employees.
Arrange training on:
Foundry safety
PPE usage
Fire safety
Emergency response
Machine safety
Chemical handling
Safe lifting and material handling
5S/housekeeping
Quality awareness
Environmental awareness
Identify skill gaps and coordinate technical training with department heads.
Maintain training records and competency matrices.
7. Industrial Relations & Employee Discipline
Maintain healthy employer–employee relations.
Handle worker grievances and disciplinary matters.
Investigate misconduct, absenteeism, negligence, and policy violations.
Issue warning letters/show-cause notices where appropriate.
Coordinate with worker representatives/unions, if applicable.
Develop and enforce HR policies, standing orders, and employee code of conduct.
Minimize labour disputes and maintain uninterrupted production.
8. Factory Administration
Manage general administration of the factory.
Supervise security, housekeeping, canteen, transport, sanitation, and other support services.
Manage visitor and vehicle entry systems.
Control access to restricted factory areas.
Coordinate employee transportation and shift-related arrangements.
Ensure proper housekeeping and basic workplace facilities.
Manage office supplies, uniforms, ID cards, and other administrative requirements.
9. Safety & Health Coordination
In a sand-casting factory, HR/Admin should work closely with the EHS/Safety and Production teams because foundry operations involve heat, molten metal, dust, machinery, noise, chemicals, and heavy material handling.
Responsibilities include:
Ensure employees receive appropriate PPE.
Coordinate safety induction and periodic safety training.
Maintain records of safety training and medical examinations.
Support accident/incident investigations.
Coordinate emergency drills and fire drills.
Ensure contractor workers follow safety requirements.
Support implementation of safety rules and disciplinary action for repeated violations.
Coordinate occupational-health programs and periodic medical examinations as applicable.
10. Canteen, Welfare & Employee Facilities
Monitor canteen operations and food quality.
Ensure drinking water, toilets, washing facilities, rest areas, and other welfare facilities are maintained.
Manage uniforms, shoes, PPE distribution, and employee welfare items.
Coordinate employee medical camps and welfare activities.
Address employee concerns regarding workplace facilities.
11. Performance Management
Coordinate annual/periodic performance appraisal processes.
Set KPIs for employees in coordination with department heads.
Monitor attendance, discipline, productivity, and behavioural performance.
Coordinate promotions, increments, and performance improvement plans.
Identify high-potential employees and critical talent.
12. HR Policies & Systems
Develop and implement policies covering:
Recruitment
Attendance and leave
Shift and overtime
Code of conduct
Disciplinary procedures
Grievance handling
Training
Performance appraisal
Employee welfare
POSH/harassment prevention
Safety and PPE compliance
Contractor management
Exit/Full & Final settlement
13. Records, MIS & Reporting
Prepare and submit regular HR/Admin reports to management, such as:
Total manpower – permanent and contract
Department-wise manpower
Attendance %
Absenteeism %
Attrition/turnover
Overtime hours and cost
Labour cost
Recruitment status
Open vacancies
Training hours
Employee grievances
Disciplinary cases
Accident/incident statistics
Contractor manpower and compliance status
PF/ESI/statutory compliance status
14. Emergency & Crisis Management
Maintain emergency contact lists and escalation procedures.
Coordinate HR/Admin response during fire, accidents, natural disasters, power failures, labour unrest, or other emergencies.
Maintain employee headcount information for emergency evacuation.
Support emergency drills and business-continuity arrangements.
15. Exit Management
Conduct resignation and separation procedures.
Coordinate notice periods and departmental clearances.
Conduct exit interviews.
Process full-and-final settlement.
Ensure recovery/return of company assets.
Issue relieving, experience, and other required documents.
