M3M India is one of North India’s leading real estate developers, with a large and growing portfolio of residential, commercial, retail and hospitality assets. The scale and pace of this portfolio depends on sustained, credible engagement with Central and State governments, urban development and town-planning authorities, regulators and industry bodies. The Head – Corporate Affairs owns that engagement. The role is accountable for building and leading the Group’s public policy and government affairs agenda — securing and accelerating statutory and regulatory approvals, representing M3M’s position in policy formulation on real estate and urban development, managing relationships with local and state authorities, and positioning the Group and its leadership on national and international platforms. The mandate is explicitly one of business enablement: converting policy and regulatory outcomes into project velocity, de-risked land and revenue certainty.2. KEY RESPONSIBILITIES2.1 Policy Advocacy & Government EngagementBuild and execute the Group’s advocacy strategy with Central Ministries relevant to the business — Housing & Urban Affairs, Finance, Environment, Commerce & Industry, Road Transport & Highways, Civil Aviation and allied departments.Lead engagement with State Governments and their departments — with priority focus on Haryana, and coverage of Delhi, Uttar Pradesh, Punjab, Rajasthan, and other states in which the Group operates or plans to enter.Track, interpret and influence policy and legislative developments affecting real estate and urban development — RERA, town and country planning, licensing and CLU, FDI and taxation, environmental and construction norms, labour codes and infrastructure policy.Prepare and present representations,
position papers and policy submissions on behalf of the Group; commission and author research on issues of strategic importance.Provide the Board and business heads with early, structured intelligence on policy, regulatory and political developments and their commercial implications.2.2 Regulatory & Statutory ApprovalsOwn the approvals agenda end-to-end for the Group’s project pipeline — licences, layout and building plan sanctions, change of land use, occupation and completion certificates, environmental and fire clearances, utility and infrastructure permissions.Drive engagement with development and planning authorities, municipal corporations, pollution control boards, land and revenue departments, utilities and other regulatory and enabling agencies.Establish a single, disciplined tracker of approvals with defined timelines, escalation paths and accountability; report status and risk to the Board on a fixed cadence.Anticipate approval bottlenecks at the planning stage and build mitigation into project schedules, working with Projects, Legal and Land teams.2.3 Local Authority & Stakeholder ManagementMaintain trusted working relationships with district administration, police, and civic and local bodies across operating locations.Manage community and neighbourhood interfaces around project sites, including resettlement, right-of-way, access and encroachment matters, in coordination with Land and Legal.Lead the Corporate Affairs response in situations of dispute, agitation,
adverse regulatory action or reputational risk — acting as first point of contact with authorities and ensuring a single, consistent Group position.2.4 Industry Bodies & Institutional RepresentationRepresent M3M on the councils and committees of CII, FICCI, NAREDCO, ASSOCHAM, PHDCCI, CREDAI and comparable forums; secure and hold office-bearer positions where they advance the Group’s agenda.Build collective industry positions on issues where a sectoral voice is more effective than a single-company representation.Create and curate platforms and forums that raise the standing of the Group and its Board of Management in government and industry circles.2.5 International & Multilateral AffairsManage engagement with Embassies, High Commissions, trade promotion bodies, bilateral chambers and multilateral organisations relevant to investment, NRI demand and international partnerships.Position the Group at international real estate, investment and urban development forums; support inbound and outbound delegations and protocol requirements.Support the Group’s international brand-building and market-entry objectives with the necessary institutional groundwork.2.6 Cross-Functional Coordination & GovernanceWork as an integrated partner to Land, Legal, Business Development, Finance, Projects and Sales — bringing regulatory feasibility into land acquisition, project design and launch decisions.Ensure every engagement is conducted within the letter and spirit of applicable law and the Group’s Code of Conduct; maintain complete documentation and auditability of all representations and approvals.Build, mentor and hold accountable a qualified Corporate Affairs and liaison team; manage the function’s budget, external consultants and retained advisors.Exceptional Candidate may reach out to +91-(phone hidden)
