Job Description

Department: Facility Management

Position: Estate / Facility Manager

Experience: Minimum 5–8 years of relevant experience in estate management, facility management, building operations, or government/institutional facility management. Experience handling large government establishments, offices, campuses, or high-value properties will be preferred.

Qualification: B.E./B.Tech/Diploma in Electrical, Mechanical Engineering, or equivalent qualification. Degree/Diploma in Facility Management, Estate Management, or relevant certifications will be an added advantage.

Job Summary: We are looking for a high-profile and experienced Estate / Facility Manager to oversee the complete facility and estate management operations of a Central Government establishment. The candidate will be responsible for ensuring the smooth, safe, efficient, and uninterrupted functioning of the premises, including building maintenance, MEP services, housekeeping, security coordination, landscaping, utilities, infrastructure, vendors, statutory compliance, manpower, and overall site operations.

The ideal candidate should have strong experience in managing large-scale government, institutional, commercial, or high-rise facilities, with excellent leadership, administrative, technical, client-handling, and crisis-management capabilities.

Key Responsibilities

1. Estate & Facility Management: Take overall responsibility for the day-to-day management and maintenance of the government premises/site.

- Ensure the building, infrastructure, common areas, utilities, services, and external areas remain operational, safe, clean, and well-maintained.
- Develop and implement comprehensive facility management plans and maintenance schedules.
- Monitor overall site conditions and identify maintenance, repair, renovation, and improvement requirements.
- Ensure uninterrupted availability of essential services and utilities.

2. Technical / MEP Operations: Oversee the operation, maintenance, and troubleshooting of:

- HT/LT electrical systems and panels
- DG Sets and power backup systems
- Transformers and electrical distribution systems
- HVAC and air-conditioning systems
- Fire Fighting and Fire Alarm Systems
- Lifts and vertical transportation systems
- STP/WTP and water treatment systems
- Water supply, plumbing, pumps, and hydro-pneumatic systems
- BMS and other building automation systems, where applicable
- Civil infrastructure and building-related maintenance
- Ensure preventive, predictive, and breakdown maintenance is carried out as per approved schedules.
- Minimize equipment breakdowns and ensure timely restoration of critical services.
- Monitor utility consumption and identify opportunities for energy and cost optimization.

3. Government Site Maintenance & Administration: Coordinate and supervise all maintenance activities across the government site.

- Ensure proper upkeep of offices, residential areas, conference rooms, parking areas, utility areas, service areas, and other premises.
- Maintain records related to assets, maintenance, repairs, consumables, utilities, and site infrastructure.
- Prepare technical and administrative reports for senior management/client representatives.
- Ensure all site activities are carried out as per government/client guidelines, approved SOPs,



and contractual requirements.

4. Statutory Compliance & Safety: Ensure compliance with applicable statutory, safety, environmental, electrical, fire, lift, and building regulations.

- Maintain and monitor:
- Fire NOC and fire safety compliance
- Electrical safety and inspection records
- Lift inspection/certification
- DG and transformer maintenance records
- STP/WTP and environmental compliance
- Pollution Control Board requirements
- Safety audit reports
- Emergency preparedness records
- AMC and statutory compliance trackers
- Coordinate statutory inspections, audits, and visits by government authorities and regulatory agencies.
- Ensure strict adherence to EHS and workplace safety standards.

5. Manpower Management: Lead and supervise technical and non-technical facility manpower.

- Manage manpower including:
- Engineers and supervisors
- Electricians and technicians
- Plumbers
- HVAC technicians
- STP/WTP operators
- Multi-skilled technicians
- Housekeeping staff
- Security coordination teams
- Other support staff
- Prepare duty rosters and ensure adequate manpower deployment.
- Monitor attendance, discipline, productivity, grooming, and performance.
- Conduct regular training, toolbox talks, and safety awareness sessions.

6. Vendor & Contractor Management: Manage and coordinate AMC vendors, contractors, and specialist agencies.

- Oversee vendors responsible for lifts, DG sets, HVAC, fire systems, STP/WTP, electrical systems, civil works, housekeeping, landscaping, and other facility services.
- Monitor contractor performance and ensure compliance with agreed SLAs/KPIs.
- Review service reports and verify work completion.
- Coordinate quotations, work orders, maintenance schedules, and service activities.
- Verify vendor bills against actual work completed and service quality.
- Ensure contractors follow all site security, safety, and permit requirements.

7. Security & Risk Management: Coordinate with the security team to ensure the overall safety and security of the premises.

- Ensure access-control procedures and visitor management protocols are followed.
- Coordinate during emergency situations, security incidents, fire emergencies, equipment failures, and other critical situations.
- Participate in emergency preparedness planning and mock drills.
- Ensure proper implementation of Permit-to-Work (PTW) procedures for high-risk activities.

8. Client / Senior Management Coordination: Act as the primary point of contact for the government/client representative regarding facility and estate management matters.

- Attend review meetings and present operational, technical, compliance, and performance reports.
- Address complaints and service issues within defined timelines.
- Maintain professional relationships with senior government officials, client representatives, vendors, contractors, and internal teams.
- Ensure high standards of professionalism, confidentiality, discipline,



and service delivery.

9. Budget & Cost Control: Assist in preparation and monitoring of facility maintenance budgets.

- Control operational and maintenance costs without compromising safety or service quality.
- Monitor consumption of electricity, water, diesel, consumables, and spare parts.
- Identify opportunities for energy conservation, resource optimization, and cost reduction.
- Ensure proper utilization and control of facility resources.

10. Documentation & MIS: Maintain and regularly update:

- Asset Register

Required Skills:

- Strong knowledge of estate and facility management operations.
- Excellent understanding of MEP systems and building infrastructure.
- Strong technical knowledge of electrical, mechanical, HVAC, fire safety, plumbing, STP/WTP, DG, lift, and utility systems.
- Strong knowledge of preventive and breakdown maintenance.
- Excellent manpower and contractor management skills.
- Strong understanding of statutory compliance and safety requirements.
- Excellent administrative and organizational skills.
- Strong client and stakeholder management capabilities.
- Excellent communication, reporting, and presentation skills.
- Proficiency in MS Excel, MS Word, PowerPoint, and facility management MIS.
- Strong problem-solving, decision-making, and crisis-management abilities.
- Ability to maintain confidentiality and professional conduct in a sensitive government environment.
- Preferred Candidate Profile5–8+ years of experience in facility/estate management, preferably in government, institutional, commercial, high-rise, or large-scale facilities.
- Candidates with experience managing government offices, institutional campuses, large corporate facilities, or high-security establishments will be preferred.
- Should have the maturity and professionalism to coordinate with senior officials and multiple stakeholders.
- Should be capable of managing technical and non-technical teams, multiple vendors, and critical facility operations simultaneously.
- Strong knowledge of statutory compliance, audits, safety procedures, and government/client documentation.
- Should be capable of handling emergencies, breakdowns, inspections, audits, and high-pressure situations.
- Robust leadership, discipline, integrity, and ownership mindset are essential.
- Immediate joiners or candidates with a short notice period will be preferred.
