Job Title: Assistant Manager
Industry: Infrastructure / Construction (Hotel)
Location: Upper Chembur
Experience Required: 3 to 5 Years
Position Summary
The Assistant Manager – Cost Management will be responsible for managing project costs across both pre-contract and post-contract stages, including cost planning, feasibility studies, budgeting, tender estimation, cost control, forecasting, commercial coordination, and value engineering.
Key Responsibilities
1. Cost Planning & Budgeting
- Develop detailed project budgets based on BOQs, drawings, specifications, and project scope.
- Prepare cost plans for all project phases, from pre-construction to project completion.
- Establish project cost baselines and monitor adherence throughout execution.
- Review project budgets periodically and recommend corrective measures where required.
2. Cost Monitoring & Control
- Monitor actual project expenditures against approved budgets.
- Identify cost overruns, variances, and financial risks at an early stage.
- Prepare monthly cost reports, cash flow forecasts, and management dashboards.
- Recommend cost optimization strategies without compromising quality or timelines.
- Maintain accurate cost records and financial documentation.
3. Estimation & Tender Support
- Review quantity estimates and cost estimates for new projects.
- Validate tender pricing and commercial proposals.
- Support bid preparation through accurate cost analysis.
- Benchmark project costs with historical and market data.
4. Project Financial Management
- Track project profitability and financial performance.
- Prepare project cost forecasts until completion.
- Analyze earned value, productivity, and project financial indicators.
- Coordinate with Finance for project accounting and revenue recognition.
5. Vendor & Procurement Cost Management
- Evaluate vendor quotations and commercial bids.
- Participate in vendor negotiations to achieve cost-effective procurement.
- Review purchase orders, subcontract agreements, and payment certifications.
- Ensure procurement activities remain within approved budgets.
6. Contract & Commercial Coordination
- Coordinate with the Contracts and Commercial teams regarding variations, claims, and change orders.
- Assess financial implications of design changes and scope revisions.
- Support commercial negotiations with clients and subcontractors.
- Ensure contractual compliance related to project costs.
7. Value Engineering
- Lead value engineering initiatives to optimize project costs.
- Recommend alternative materials, construction methods, and technologies.
- Evaluate cost-benefit analyses for engineering proposals.
- Drive continuous cost improvement across projects.
8. MIS & Reporting
- Develop and maintain project cost dashboards.
- Present monthly project financial reports to senior management.
- Prepare budget variance analysis and management presentations.
- Generate periodic KPI reports related to project costs.
9. Risk Management
- Identify financial and commercial risks affecting project profitability.
- Develop mitigation strategies for cost escalation.
- Monitor market price fluctuations for key construction materials.
- Maintain contingency planning for major projects.
10. Pre-Contract Cost Management
- Prepare and review pre-contract cost plans, feasibility estimates, and preliminary budgets.
- Conduct cost estimation and budget development based on drawings, specifications, scope, and project requirements.
- Review BOQs, tender documents, specifications, and design information to identify cost implications.
- Support tendering and procurement strategies, including cost benchmarking and commercial evaluation.
- Analyze contractor/subcontractor bids, quotations, and rate comparisons.
- Prepare tender estimates and cost comparisons and provide recommendations to management.
- Conduct value engineering and cost optimization during the design and pre-construction stages.
- Assess the cost impact of design changes, material selections, and construction methodologies before project award.
- Coordinate with Design, QS, Procurement, Contracts, and Project teams to establish the pre-contract budget and cost baseline.

- Budget adherence across all projects.

Experience
- Experience in hospitality, commercial, residential, industrial, or infrastructure projects.
- Proven experience handling multiple high-value projects simultaneously.
- Mandatory experience in pre-contract cost management, including cost planning, feasibility estimates, tender estimation, BOQ review, rate analysis, bid evaluation, and value engineering.
- Candidates should have experience in both pre-contract and post-contract cost management for construction/hospitality projects.
