PURPOSE OF THE POSITION
The Land Acquisition Lead oversees identifying land for renewable energy projects, conducting feasibility assessments, negotiating land purchases, ensuring compliance, obtaining approvals, managing stakeholders, coordinating inter-departmental efforts, monitoring progress, and reporting to senior management.
PROFILE
- Qualification: Graduation in any stream with minimum experience of 15 years
- Knowledge • Understanding of local and central laws and regulations related Land and Renewable Energy sector.
- ICT Skills • MS Office
- Other Skills • Strong negotiation skills • Positive communication and interpersonal skills • Stakeholder management
- Abilities • Critical thinking and proactive approach
- Language: Gujarati, English, Hindi and local language based on project location
AREAS OF RESPONSIBILITIES
a) Wind Project Land Identifying and Site Feasibility Assessment
- Conduct detailed site feasibility analysis for Renewable Energy Projects and identify potential land acquisition opportunities for construction of upcoming projects.
- Create land aggregator network for land acquisition in timeline.
- Coordinate with authorities in respective states for execution of project and get concurrence for the same.
b) Wind Project Land Survey
- Identify WTG Location & Wind Turbine Blade Swing Area & Approach Road and Prepare the KMZ File & Final WTG Location in Field Measurement Book (FMB).
c) Land Price Negotiating & PRE ATS-Agreements with Landowners
- Work with Land Aggregators and landowners to negotiate terms, conditions, and pricing of land purchases,
ensure alignment with organizational goals within budget constraints.
- Obtain land records For Title Search Report (TSR) Clearance and execute Pre-Agreement to Sell (ATS) agreement with Landowners.
d) Compliance and Project Land Documentation
- Liaison with revenue Officials for survey of lands, registration and mutation of land records etc.
- Obtain approvals for non-agricultural conversion and coordinate with legal consultants and Government agencies for dispute resolution.
- Respond to legal notices, manage litigations
- Draft, review, and execute legal documents and ensure all acquisitions comply with relevant statutes and maintain accurate records and documentation throughout the acquisition process.
e) Wind Power Project Land Conversion (NA)
- Obtain all land related government approvals including conversion of land use from agricultural to non-agricultural from Revenue authority and land conversion approvals from the District Collector/Dy. Collector office.
f) Liaison with Government Agencies
- Coordinate with nodal agencies for various approvals.
- Coordinate and liaison with farmers, Govt departments like Revenue, Tahsil and District Level, Forest, town and State etc and maintain connection with the concerned Gram Panchayath, Tahsildar, DC Office Police Dept.
- Work with local revenue department for land Verification and documentation.
- Liaison with Sub-Registration department to execute all the Lease, and various rights to acquire for Project requirement
- Liaisoning with Airport Authority of India to obtain Height Clearance NOC for WTG and MOD and MNRE to obtain the Defence clearance for the Windfarm Project.
- Conduct measurement for acquired land and obtain construction layout approval from Town Planning Department.
g) Inter-Departmental Coordination
- Coordinate with nodal agencies for various approvals. Coordinate with, WRA, Business Development, legal, financial, Construction and Project development teams to ensure all acquisitions align with the company's strategic goals.
h) Monitoring and Reporting
- Track status for all the permits and approvals pertaining to revenue authority like NA, Measurement, DTP, AAI and MOD and keep track on amendment related to Government policies related to land acquisition as well as AAI, MOD permission.
- Regularly monitor the progress of land acquisition activities and report to senior management and provide updated project timelines and budgets
j) Risk Management and Dispute Resolution
- Identify potential legal risks in land acquisition and mitigate them proactively.
- Mediate and resolve conflicts between landowners, communities, and authorities for reduction in risk exposure due to proactive legal compliance.
- Regularly monitor the progress of land acquisition activities and report to senior management and provide updated project timelines and budgets
