Project Overview
JLL Project and Development Services has been appointed as the Project Management Consultant (PMC) for Tata Electronics state-of-the-art semiconductor manufacturing facility at Dholera. This mega industrial project represents a significant investment in India's semiconductor manufacturing capabilities and requires world-class safety leadership to ensure zero-harm outcomes throughout design, construction, commissioning, and operational readiness phases.

Key Responsibilities
- Strategic Safety Leadership: Lead the development and implementation of the project-wide Health, Safety, and Environment (HSE) management system aligned with international best practices (ISO 45001, OHSAS 18001, NFPA standards) and Indian statutory requirements. Establish safety vision, objectives, and key performance indicators for the entire project lifecycle. Collaborate with JLL project leadership and Tata Electronics stakeholders to integrate safety into all planning, design, procurement, and execution decisions.
- Safety Management System Development: Design and implement comprehensive safety protocols covering civil construction, structural steel erection, mechanical and electrical installations, cleanroom construction, process equipment installation, and utilities infrastructure. Develop site-specific safety plans addressing unique hazards including working at heights, confined spaces, hot works, heavy lifting operations, electrical works, chemical handling, and specialized semiconductor facility requirements. Create emergency response plans, crisis management procedures, and business continuity protocols.
- Contractor Safety Management: Establish contractor safety qualification, selection, and prequalification criteria. Conduct contractor safety orientations and ongoing training programs.
Monitor and audit contractor safety performance through regular inspections, toolbox talks, and compliance reviews. Implement contractor incident reporting and investigation processes with clear accountability measures.
- Risk Assessment and Hazard Management: Lead comprehensive risk assessments across all work fronts using structured methodologies (HIRA, JSA, HAZOP where applicable). Identify, evaluate, and implement control measures for project-specific hazards. Maintain a dynamic risk register with proactive mitigation strategies. Conduct safety reviews of design, method statements, temporary works designs, and lifting plans.
- Compliance and Regulatory Management: Ensure full compliance with Indian factories regulations, construction safety rules, environmental laws, and local authority requirements. Coordinate with statutory authorities including Factory Inspectorate, Pollution Control Board, and local government bodies. Manage all safety-related permits, licenses, and statutory documentation. Keep current with evolving regulations and industry standards.
- Incident Management and Investigation: Establish incident reporting systems capturing near-misses, first aids, medical treatment cases, lost time injuries, and property damage. Lead root cause analysis investigations using structured methodologies (5-Why, Fishbone, Incident Cause Analysis Model). Implement corrective and preventive actions with verification of effectiveness. Maintain comprehensive incident databases and trend analysis.
- Safety Training and Competency Development: Design and deliver comprehensive safety training programs for project staff, contractors, and visitors. Develop role-specific competency frameworks for safety-critical positions. Conduct regular safety awareness campaigns, behavioral safety observations, and leadership safety walks. Build internal safety capability across the project organization.
- Performance Monitoring and Reporting: Establish safety KPIs including Total Recordable Incident Rate (TRIR), Lost Time Injury Frequency Rate (LTIFR), near-miss reporting rates, and behavioral safety observation metrics. Provide regular safety performance dashboards to JLL leadership and Tata Electronics. Conduct monthly safety committee meetings with stakeholder participation. Prepare comprehensive safety reports for client reviews and management meetings.
- Safety Culture Development:
Champion a proactive safety culture emphasizing personal accountability, visible leadership, and continuous improvement. Implement behavioral safety programs encouraging worker participation in hazard identification and problem-solving. Recognize and reward safe behaviors and safety excellence across the organization.
- Specialized Industrial Safety Requirements: Address unique safety considerations for semiconductor facility construction including cleanroom protocols, contamination control during construction, specialty gas systems installation safety, ultra-pure water systems, chemical distribution systems, and integration with advanced process equipment. Coordinate with Tata Electronics operational safety teams to ensure seamless transition from construction to commissioning phases.
Required Qualifications
- Education: Bachelors degree in Occupational Health and Safety, Engineering (Civil, Mechanical, Electrical, Chemical, or Industrial), or related technical discipline. Masters degree in Safety Management, Industrial Hygiene, or Environmental Health and Safety preferred.
- Professional Certifications: NEBOSH International General Certificate in Occupational Health and Safety (IGC) or NEBOSH International Diploma mandatory. Additional certifications highly valued: Certified Safety Professional (CSP), Graduate Diploma in Industrial Safety, IOSH Managing Safely, OSHA 30-Hour Construction certification, or equivalent recognized safety credentials.
- Experience Requirements: Minimum 15 years of progressive HSE experience in large-scale industrial construction projects with at least 8 years in senior safety leadership roles. Demonstrated experience managing safety on projects exceeding crores or USD 500 million. Proven track record on mega industrial projects involving multi-contractor environments with 2,000+ workers on site simultaneously.
- Industry-Specific Experience: Direct experience in semiconductor fabrication facilities, pharmaceutical manufacturing plants, data centers, advanced manufacturing facilities, or comparable high-tech industrial environments strongly preferred. Experience with cleanroom construction, specialty systems installations, and complex MEP coordination essential.
- Technical Competencies: Deep knowledge of Indian safety legislation including Factories Act, Building and Other Construction Workers Act, Environment Protection Act, and Gujarat state-specific regulations.
