Project Manager – Skill Development & PMU Projects

Samvedna Development Society (SDS) is a non-profit organization working on skill development, livelihoods, community development, and sustainable development initiatives in collaboration with Government Departments, development partners, training institutions, employers, and other stakeholders.
Position Overview
Samvedna Development Society is seeking a highly motivated Project Manager with experience in managing Skill Development Projects and Project Management Units (PMUs) .
The candidate will be responsible for end-to-end project planning, implementation, monitoring, team management, stakeholder coordination, government liaison, MIS, compliance, and reporting . The role will involve working closely with Government Departments, implementing agencies, training partners, and other stakeholders to ensure achievement of project objectives and deliverables.
Experience in PMKVY, DDU-GKY, PMKKY, Skill India initiatives, government projects, PMU assignments, or similar development-sector programmes will be preferred.
Key Responsibilities
Project Planning & PMU Management
- Lead the planning, implementation, monitoring, and overall management of assigned projects.
- Support and manage Project Management Unit (PMU) activities, processes, and deliverables.
- Develop project plans, implementation roadmaps, timelines, work plans, and monitoring frameworks.
- Coordinate with relevant departments and stakeholders for effective project implementation.
- Track project milestones, targets, deliverables, and timelines.
- Identify implementation gaps and ensure timely corrective actions.
Skill Development Project Implementation
- Manage skill development projects under PMKVY, DDU-GKY, PMKKY, Skill India , and similar government programmes.
- Ensure effective mobilization, counselling, training, assessment, certification, and placement of beneficiaries.
- Monitor project targets and ensure achievement of agreed outcomes.
- Coordinate with training centres, trainers, mobilization teams, assessment agencies, and placement partners.
Team & Stakeholder Management
- Supervise project teams, field staff, trainers, coordinators,
and other project personnel.
- Monitor team performance and ensure achievement of project deliverables.
- Liaise with Government Departments, NSDC, Sector Skill Councils (SSCs), training partners, employers, development partners, and other stakeholders .
- Organize and participate in review meetings, workshops, consultations, and stakeholder meetings.
- Maintain effective communication and coordination between PMU, field teams, government authorities, and implementation partners.
Government Liaison & Compliance
- Coordinate with government authorities for project approvals, reviews, inspections, reporting, and compliance requirements.
- Ensure adherence to applicable government scheme guidelines, PMU requirements, NSDC/SSC norms, SOPs, and contractual obligations .
- Maintain complete project records and documentation for monitoring and audit purposes.
- Support project inspections, assessments, audits, and monitoring visits.
MIS, Monitoring & Reporting
- Monitor project MIS and ensure accurate and timely reporting.
- Develop dashboards, progress reports, analytical reports, presentations, and project MIS .
- Track key performance indicators (KPIs), project targets, and outcome indicators.
- Analyse project data and provide actionable insights to management and stakeholders.
- Prepare periodic reports, success stories, case studies, and other project-related documents.
Quality Assurance & Monitoring
- Monitor quality of project implementation and training delivery.
- Conduct field visits and periodic reviews to assess project progress.
- Monitor infrastructure readiness, trainer performance, beneficiary attendance, assessment, certification, and placement outcomes.
- Review beneficiary feedback and identify areas for improvement.
- Ensure corrective and preventive actions are implemented effectively.
Placement & Livelihood Linkages
- Coordinate with employers and industry partners to develop placement opportunities.
- Support placement drives, employer engagement, and candidate interviews.
- Track placement outcomes and post-placement sustainability.
- Strengthen employer and livelihood linkages to improve project outcomes.
Qualifications & Experience
- Graduate / B.Tech or above from a recognized institution.
- MBA, PG Diploma in Management, Development Studies, Social Work, or related qualification will be preferred.
- 3–4 years of relevant experience in project management, PMU operations, skill development, livelihood, employability, or government-funded projects.
- Candidates with experience in PMU/Project Management Unit assignments will be strongly preferred.
- Experience in PMKVY, DDU-GKY, PMKKY, Skill India, NSDC, SSC, or similar government programmes will be an advantage.
- Experience in government liaison, team management, MIS, monitoring, reporting, and stakeholder coordination is required.
- Prior experience with NGOs, development organizations, consulting firms, training partners, or government projects will be preferred.

- Willingness to travel for project monitoring, field visits, and stakeholder meetings as required.
