The Role Measurement sits with the engineers on the engagement, because it measures what they deliver. You own the data architecture and the measurement on APLYD’s engagements: what is measured before anything is delivered, what the dashboards report, and whether the figures stand up to review by senior officials.

Core Job Responsibilities

- Own the data architecture on engagements. You set the warehouse or lakehouse pattern, the modelling and semantic layer, orchestration, and how government data is ingested, reconciled and versioned, working within the infrastructure, procurement rules and hosting constraints the institution already has.
- Define indicators and KPI frameworks for the programmes we support, reporting performance by population subgroup as well as in aggregate.
- Instrument deployed systems in production. Track drift, subgroup performance, override rates and drop-off, and report problems to the programme leader promptly.
- Build dashboards and decision interfaces that government counterparts use in their own review meetings.
- Own data quality: ingestion,



validation, reconciliation against government systems, and documentation the institution can use to run the system after handover.
- Set data governance. Define access control, consent and privacy handling for public data, and keep lineage records that meet audit requirements.

- Write review notes and briefs that senior decision-makers can act on without further explanation.
- Build the reference architectures, indicator definitions and data quality rules that carry from one engagement to the next.
- Mentor analysts, set the data and analytics standard, and coordinate delivery with the engineering team.

Qualifications And Competencies

- 10 or more years in data engineering, analytics or programme measurement, including at least three years working with a government counterpart such as a ministry, a state department or a national programme.
- Understanding of warehouse and lakehouse architecture sufficient to specify it, choose between patterns, and review an engineer’s or vendor’s design.
- SQL and Python to a production standard, orchestration and transformation tooling, and one cloud data platform managed end to end.
- An indicator or KPI framework you designed that was adopted at national or state level.
- Able to present to senior decision-makers in a government or multilateral institution and explain and justify a figure under questioning.

Also useful, though we will not screen on it

- You have designed or led the build of a warehouse or lakehouse that went into production.




- Monitoring machine learning systems once they are running.
- Experience in more than one sector.
- Consent, privacy and data protection practice for public data in India.
- Reporting to multilateral or development finance institution requirements.

- This position requires successful completion of a reference check and employment verification.

- Candidates must declare any current or recent engagement with a government, multilateral or development finance institution that could present a conflict of interest.
