About the Role

PATH is supporting the Government of Andhra Pradesh as a technical assistance partner to strengthen the state's digital health systems, from the Hospital Management Information Systems (HMIS) already running across facilities to their integration with India's national digital health architecture under the Ayushman Bharat Digital Mission (ABDM).

As Program

Officer, you will lead the technical work that makes that integration real: enabling HMIS and other digital health solutions to meet national standards, guiding healthcare facilities and technology partners through onboarding, and troubleshooting the issues that come with connecting complex health IT systems. You will work closely with the state health department, IT vendors, and other stakeholders to keep deployment and operationalization of key digital health modules on track.

Responsibilities

System Integration & Technical Support

- Lead the integration of HMIS and other digital health solutions with the national digital health architecture, coordinating with the National Health Authority (NHA), state health department, digital solution providers, and healthcare institutions.
- Provide hands-on, on-ground technical support to healthcare facilities (public and private) for onboarding and implementation.
- Support facilities and IT vendors with system integration, API testing, and troubleshooting — covering ABHA generation, HFR/HPR entries,



and broader interoperability across HMIS and national digital health systems.
- Support technical sandbox and live-environment testing so solutions are certified and production-ready.

Standards, Compliance & Validation

- Ensure deployed systems meet required specifications for consent architecture, data privacy, and secure health information exchange.
- Perform technical validation and demonstrate interoperability across HMIS and other digital health solutions to confirm seamless data exchange.

Stakeholder Engagement & Capacity Building

- Participate in and coordinate state-level technical review meetings, contributing technical insights, progress updates, and risk mitigation strategies.
- Organize and conduct technical trainings and capacity-building sessions for health facility staff, IT teams, vendors, and other stakeholders.
- Act as liaison between the state health department, healthcare providers, and system integrators/digital solution vendors to keep implementation collaborative.

Documentation, Monitoring & Continuous Improvement

- Maintain documentation of technical workflows, training materials, SOPs, and support resources for sustainable, scalable deployment.
- Monitor the status of HMIS and digital health integration across facilities, flag challenges early, and support corrective actions to maintain momentum and quality of implementation.
- Identify use cases to accelerate adoption of HMIS-integrated digital health solutions.

Educational Qualification and Experience

- Bachelor's or Master's degree in Computer Science,



Information Technology, Health Informatics, or a related technical field.
- Minimum of 4-6 years of professional experience in technical roles across digital health, healthcare IT, system integration, and technology implementation.
- Prior experience with state/district government departments or health IT projects, particularly HMIS, ABDM, or similar initiatives, is highly desirable.
- Hands-on experience with health data standards (e.g., HL7, FHIR) and familiarity with national digital health frameworks, registries (ABHA, HFR, HPR), and data privacy regulations.

Skills/Abilities

- Advanced technical expertise in digital health ecosystems, including EHR/EMR systems, HMIS, and health data interoperability.
- Strong working knowledge of Hospital Management Information Systems (HMIS) alongside national digital health platforms and compliant solution integration.
- Proficiency integrating APIs and working with data exchange protocols (e.g., REST, SOAP) to ensure system interoperability in healthcare environments.
- Strong skills in programming languages (e.g., Python, Java) for health IT solution development or customization.
- Ability to troubleshoot complex technical issues related to software integration, data workflows, and system compatibility in rapid-paced environments.
- Extremely detail-oriented, with strong technical communication abilities.
- Strong ability to translate technical requirements into actionable guidance for non-technical stakeholders, including healthcare providers and government officials.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint) and familiarity with data visualization tools (e.g., Tableau, Power BI) for technical reporting.
- Fluency in English is required. Working knowledge of Telugu is an added advantage.
