Role & responsibilities The Procurement Manager will be responsible for establishing and managing a professional, transparent, cost-effective and timely procurement function for AEEPL.
The incumbent will manage the complete procurement cyclefrom identification of requirements and vendor development to enquiry, comparative evaluation, negotiation, purchase order placement, expediting, inspection, delivery and documentation.
The position will play a critical role in ensuring that project materials and equipment are procured:
(a) Project Procurement
- Understand project BOQs, specifications, drawings and material requirements.
- Prepare and maintain procurement schedules linked to project execution schedules.
- Ensure timely procurement of critical and long-lead items.
- Coordinate closely with Project, Engineering, Stores, Finance and Site teams.
1. Vendor Development & Management
- Identify, evaluate and develop reliable vendors and manufacturers.
- Establish a structured vendor database covering Civil, Mechanical, Electrical and Process equipment/materials.
- Develop alternate sources for critical materials.
- Evaluate vendors on price, quality, delivery, capacity and reliability.
2. Cost Control & Commercial Negotiation
- Obtain competitive quotations from multiple sources.
- Prepare comparative statements and commercial evaluations.
- Negotiate prices, payment terms, delivery schedules, warranties and other commercial conditions.
- Identify opportunities for cost savings without compromising quality or project requirements.
1. Purchase Order Management
- Ensure purchase orders are issued accurately and on time.
- Ensure POs clearly specify quantity, specifications, price, taxes, delivery, payment terms, inspection,
warranty and other applicable conditions.
- Monitor PO commitments against project budgets.
1. Expediting & Timely Delivery
- Closely monitor supplier manufacturing and dispatch schedules.
- Follow up on critical and long-lead items.
- Coordinate inspections and approvals wherever required.
- Ensure materials reach the project/site as per the required schedule.
1. Quality & Compliance
- Ensure procurement conforms to approved technical specifications and project requirements.
- Coordinate with Engineering and QA/QC for technical evaluation and inspection.
- Prevent procurement of sub-standard, unapproved or incorrectly specified materials.
1. Procurement Systems & Controls
- Establish a systematic procurement process for AEEPL.
- Introduce appropriate formats, approval systems, vendor evaluation procedures and procurement records.
- Maintain complete procurement documentation and audit trails.
- Ensure purchases are made only against duly approved requirements.
1. KEY PERFORMANCE INDICATORS
The Procurement Manager ensure measurable performance indicators, including:
- On-time procurement / delivery
- Procurement cost savings: Target to be established project-wise
- Purchase order placement within required time
- Critical material delays: Minimum / zero avoidable delays
- Vendor quality/rejection rate
- Competitive quotations for major purchases: Normally minimum 3 sources, wherever practical
- Development of alternate vendors: Minimum 23 reliable sources for critical categories
- Procurement documentation compliance
- Adherence to approved project procurement budgets.
- Resolution of procurement-related site issues: Within agreed timelines
