1.
Job Purpose To manage project planning, progress monitoring, quantity measurement, billing, cost tracking and techno-commercial coordination to ensure timely project execution, accurate billing and effective cost control.
2.
Key Responsibilities
A.
Project
Planning &
- Monitoring
- Prepare detailed project schedules, work plans and activity-wise targets.
- Develop and maintain baseline, monthly, weekly and daily schedules.
- Monitor actual progress against planned progress and identify delays/variations.
- Prepare daily, weekly and monthly progress reports.
- Coordinate with execution, engineering, procurement and subcontractor teams.
- Track manpower, machinery, material and resource requirements.
- Prepare recovery plans for delayed activities.
- Monitor project milestones and contractual completion dates.
B.
Quantity
Measurement &
- Billing
- Prepare and verify BOQ quantities and site measurements.
- Prepare RA Bills, Running Account Bills, subcontractor/vendor bills and final bills.
- Coordinate with site engineers and EIC/consultants for measurement and certification.
- Prepare Measurement Sheets, Abstract Sheets and reconciliation statements.
- Ensure billing is strictly as per approved BOQ, drawings, specifications and contract conditions.
- Track certified, submitted, paid and outstanding bills.
- Identify additional works, deviations and extra items for billing.
C. Cost &
- Commercial Control
- Monitor project quantities and cost against the approved BOQ/budget.
- Prepare quantity and cost reconciliation for major materials and activities.
- Track variations, extra items, deductions, recoveries, retention and advances.
- Coordinate with the Commercial/Techno-Commercial team for contractual matters.
- Support preparation of rate analysis, deviation statements and variation claims.
- Maintain records of client and subcontractor measurements and billing.
D. Contract &
- Documentation
- Review BOQ, drawings, specifications, work orders and contractual requirements.
- Maintain proper records of approved drawings, measurements, instructions and site correspondence.
- Prepare documentation supporting EOT, variation, extra-item and other contractual claims.
- Track client instructions, site orders and changes in scope.
- Ensure proper documentation for audit and project closure.
E. Coordination
- Coordinate with:
- Project Manager / Project Head
- Site Execution Team
- Client / EIC / Consultant
- Procurement Team
- Commercial / Accounts Team
- Subcontractors and Vendors
- Participate in progress review meetings and provide planning/billing updates.
- Key Deliverables / KPIs
- Timely submission and certification of RA Bills.
- Accuracy of measurements and billing quantities.
- Achievement of planned project milestones.
- Timely identification of project delays and cost impact.
- Accurate quantity and material reconciliation.
- Timely submission of variation and extra-item claims.
- Reduction of billing errors and commercial leakages.
- Proper maintenance of project documentation.

Required
Qualification
Education
- B.E./B.Tech/Diploma in Civil Engineering.
- Candidates with Civil Engineering background preferred.
Experience
- 2–6 years of relevant experience in infrastructure, civil construction, industrial construction, roads, buildings, water & environment or EPC projects.
5.
Required Skills
- Strong knowledge of BOQ, Quantity Surveying, Billing &
- Measurement.
- Good understanding of construction planning and project execution.
- Knowledge of MS Excel and MS Project/Primavera.
- Knowledge of AutoCAD for drawing and quantity reference.
- Ability to prepare RA Bills and subcontractor bills.
- Knowledge of rate analysis and quantity reconciliation.
- Understanding of contracts, deviations, variations and claims.
- Strong analytical and documentation skills.
- Valuable coordination and communication skills.
6.
Preferred Experience
Candidates having experience with EPC/infrastructure projects, government/PSU projects, industrial projects or large construction contractors will be preferred.
Additional Advantage
- Experience in client billing and subcontractor billing.
- Experience with CPWD/DSR/PSU/NTPC-type contracts.
- Knowledge of SAP/ERP-based project billing and cost control.
- Experience in handling techno-commercial documentation and claims.
7.
Ideal Candidate
Profile A technically strong Civil Engineer who can independently manage planning measurement billing quantity control project documentation, while coordinating closely with the execution and commercial teams to protect project margins and ensure timely cash flow.
