- KEY ACCOUNTABILITIES
- Risk Governance, Coordination and Reporting:
- Coordinate and support the operation of the applicable enterprise, operational and non-financial risk management frameworks, standards and governance requirements.
- Lead the coordination, preparation and quality review of regional risk reports, dashboards, committee papers and management information for senior governance forums.
- Coordinate recurring governance reporting cycles, including EMC, ERC, EIGP Risk Committee, CRCO and Business Control Report submissions, and maintain supporting packs, trackers, source data and prior submissions.
- Maintain and update standard LBU Risk Management Committee reporting templates to reflect current risk framework, governance and reporting requirements.
- Support other regional governance forums and working groups e.g.
Joint
Venture (JV) Working Group, including preparation of materials, minutes, matters arising and follow-up of agreed actions, where assigned.
- Coordinate periodic risk governance activities, including internal and external attestations, risk submissions and follow-up actions.
- Review standardised key risk indicators and metrics submitted by LBUs, identify trends or anomalies and escalate material observations to the HO ORM lead.
- Provide clear, timely and decision-helpful risk insights to support management oversight and governance discussions.
- RCSA and Control Oversight:
- Coordinate regional Risk and Control Self-Assessment (RCSA) activities and provide constructive second-line review and challenge of risk assessments, control evaluations and remediation plans.
- Promote consistency and quality in the application of risk taxonomies, assessment methodologies, control standards and documentation expectations across LBUs.
- Conduct or support thematic reviews, control adequacy and effectiveness reviews, training sessions and risk workshops.
- Monitor agreed actions arising from risk reviews and escalate delays, recurring weaknesses or material concerns.
- Support the HO ORM lead in the coordination and review of factor-based Scenario Analysis activities, including LBU engagement, review and challenge of submissions, consolidation of results, documentation of key assumptions and follow-up actions.
- Incident and Issue Management:
- Act as a subject matter resource for operational risk incident, issue and escalation processes.
- Review incident records and provide challenge on event classification, impact assessment, root cause analysis, remediation and closure evidence.
- Monitor material incidents and issues, coordinate timely escalation and support governance reporting in line with applicable thresholds and standards.
- Analyse incident and issue data to identify recurring themes, emerging risks, control weaknesses and opportunities for preventive action.
- Coordinate incident and issue read-across reviews, including assessment of relevant Group companies of client, Client entity and audit matters, and follow up with LBUs on applicability, actions or confirmations required.
- Review relevant external incident information, assess potential applicability to Client and its LBUs, and coordinate further assessment or follow-up where required.
- Regional LBU Oversight and Business Partnership:
- Serve as the HO ORM coordinator for assigned LBUs, maintaining effective engagement with local ORM teams, business risk owners and relevant functional stakeholders.
- Provide guidance on risk framework requirements, governance expectations and the quality of risk submissions.
- Exercise independent judgement and constructive challenge, escalating significant risk matters and material observations to the HO ORM lead where appropriate.
- Support regional reviews, deep dives, regulatory or assurance requests and other cross-market risk initiatives.
- Risk Systems, Data and Analytics:
- Support the governance, effective use and continuous enhancement of eGRC system (PRISM) and other relevant enterprise risk management tools.
- Perform assigned PRISM business-as-usual maintenance and coordination activities, including monitoring data quality, supporting module and record updates, following up outstanding items, maintaining user guidance and coordinating system-related changes with relevant stakeholders.
- Support User Developed Application (UDA) tool inventory management activities as a Tool Creator, including creating and updating inventory records, coordinating required information and supporting completeness, accuracy and timely maintenance of the inventory.
- Promote completeness, accuracy and timeliness of risk data and coordinate data quality reviews and remediation where required.
- Develop and enhance risk dashboards, management information and analytics using Power BI or other approved tools.
- Identify opportunities to improve reporting efficiency, standardisation and automation while maintaining appropriate governance and controls.
- Other Responsibilities:
- Lead or support assigned operational and non-financial risk workstreams, projects and business-as-usual activities.
- Support governance activities relating to models, user-developed applications and other risk programmes, where assigned.
- Contribute to team knowledge sharing,
coaching and the development of practical risk guidance and training materials.
- Maintain and periodically update HO ORM guidance notes, incident escalation and governance documentation, process notes, templates, quick guides and other team reference materials, including appropriate review, approval and version-control records.
- Support the upkeep of the team knowledge repository and working documentation to promote consistency, continuity and effective handover of key processes.
- Perform other reasonable risk-related duties consistent with the role and grade.
- EXPERIENCE / QUALIFICATIONS
- Degree in Risk Management, Finance, Accounting, Business, Economics or a related discipline.
- Typically at least 8 years of relevant experience in operational risk, enterprise risk, internal audit, compliance or another control function within asset management or financial services.
- Demonstrated experience in RCSA, incident and issue management, key risk indicators, governance reporting and second-line review and challenge.
- Good understanding of end-to-end investment management processes and associated operational and non-financial risks.
- Understanding of the Three Lines Model and the respective responsibilities of business management, risk and compliance functions, and independent assurance.
- Good working knowledge of the regulations, regulatory guidance and industry standards relevant to financial services and asset management in Singapore and the markets supported by the role, including regulatory expectations relating to operational and non-financial risk management, governance, accountability, conduct, risk culture and effective challenge.
- Ability to identify potential regulatory implications and seek timely guidance from Compliance, Legal or other subject matter experts where interpretation is required.
- General awareness of regulatory and industry expectations relating to operational resilience, outsourcing and third-party risk, technology and data risk, transformation risk, incident management and regulatory reporting.
- Excellent written and spoken communication skills in English are essential, including demonstrated experience in drafting clear, concise and high-quality risk governance reports, committee papers, management information and executive summaries for senior stakeholders.
- Strong analytical and problem-solving skills, with a meticulous approach, sound judgement and the ability to work proactively as a self-starter.
- Ability to manage multiple priorities and coordinate complex deliverables across business units, functions or jurisdictions, while delivering high-quality work within tight deadlines.
- Proficiency in Microsoft Office applications.
Experience with IBM Open Pages or another eGRC platform, Power BI, data visualisation, automation or analytics is advantageous.
