Implementation Lead / Project Manager – India Programmes
Location: Remote – India Employment Type: Full-time, Contractual (1 year, renewable)
Travel: Approximately 30% to project sites across India
Reporting to: Chief Programmes Officer (CPO)

Scope Impact is a social impact company founded in Finland in 2008 with a mission to protect health in a changing climate. We work across Europe, Asia and Africa to build an integrated, AI-driven portfolio of climate × health solutions, including Halla Health, Halla Health PRO, CHIP and CHART, in partnership with more than 400 organisations, including PATH, Amref Health Africa, UNICEF, WHO, the World Bank, and national and state governments.
As we expand our India programmes, we are looking for an experienced Implementation Lead / Project Manager to drive the delivery and scale-up of our programmes across India.
The Opportunity
This is a senior, hands-on implementation role for a public health professional who understands how India's health system works on the ground and can translate programme strategy into effective execution. You will be Scope Impact's implementation anchor in India, leading the delivery of current and future proof-of-concept pilots, beginning with our recently approved Health Wallet (Data in Her Hands) pilot.
The role combines programme implementation, government engagement, project management, stakeholder management, business development and strategic programme development.
You will work closely with the CPO, government counterparts, implementing partners, donors, internal teams and other stakeholders to ensure that programmes are delivered with quality, impact and a clear pathway to scale.
What You Will Do
1. Lead Programme Implementation
* Lead the on-ground implementation of Scope Impact's proof-of-concept pilots across India.
- Develop and manage operational plans, implementation timelines, budgets and resources.
- Work closely with implementing partners and local organisations to ensure high-quality programme delivery.
- Identify and resolve operational challenges, risks and bottlenecks.
- Ensure projects are delivered on time, within budget and in line with programme and funder expectations.
2. Build Government & Stakeholder Relationships
* Represent Scope Impact on implementation-related matters in India.
- Build strong relationships with State Mission Directors, State Nodal Officers and senior health-system leaders.
- Engage with MoHFW, NHM and state and district government officials to secure approvals, permissions and endorsements.
- Participate in state- and district-level meetings and represent Scope Impact with credibility and confidence.
- Support governments in the adoption, scale-up and sustainability of Scope's programmes.
3. Support Business Development
* Identify opportunities for new climate-health pilots, partnerships and geographies in India.
- Represent Scope Impact at relevant conferences, forums and stakeholder convenings.
- Contribute to concept notes, proposals and funding opportunities.
- Support partner identification, programme scoping and technical/operational inputs.
4. Shape Scope Impact's India Strategy
* Contribute to the development and ground-truthing of Scope Impact's India roadmap.
- Identify opportunities for innovation within India's climate-health landscape.
- Help develop sustainability and scale-up pathways for successful pilots.
- Strengthen Scope Impact's visibility and thought leadership in India's climate-health ecosystem.
5. Drive Project Management & Internal Coordination
* Own end-to-end project management for assigned programmes.
- Manage work plans, budgets, contracts, resourcing and partner relationships.
- Coordinate consultants, project staff, implementing partners and other stakeholders.
- Work with the Monitoring & Evaluation team to track indicators and programme progress.
- Coordinate with the product team to contextualise Halla Health to project requirements.
- Ensure high-quality programme, financial and donor reporting.
- Maintain appropriate documentation and ensure compliance with donor and partner requirements.
What We're Looking For
Essential Experience
* Postgraduate degree in Public Health, Health Management, Development Studies or a related field.
- 10+ years of experience in public health programme implementation in India.
- Demonstrated experience working directly with state governments and senior health officials.
- Strong understanding of India's public health ecosystem and programme implementation realities.
- Working knowledge of major national programmes and systems, including National Health Mission (NHM), Ayushman Bharat, MNCH programmes and Ayushman Bharat Digital Mission (ABDM).
- Strong project management capabilities, including work planning, budgeting, resourcing and coordination across multiple locations.
- Experience working with government, development partners and implementing organisations.
- Strong understanding of regional and cultural contexts across Indian states.
- Excellent written and verbal communication skills in English and Hindi.
