Key Responsibilities:
- Lead the assessment and revitalisation of legacy industrial clusters, identifying the key constraints affecting their growth, productivity and competitiveness.
- Conduct detailed cluster diagnostics covering firms, infrastructure, utilities, common facilities, logistics, technology, skills, compliance and market access.
- Map and assess infrastructure gaps in existing industrial parks and estates, and identify priority requirements for roads, power, water, drainage, waste management, CETPs, common facilities and logistics connectivity.
- Develop cluster revitalisation plans and translate identified gaps into prioritised, costed and implementable projects.
- Analyse cluster competitiveness and value chains, including firm capabilities, anchor industries, supplier networks, product capabilities, technology adoption, export potential and global value-chain linkages. Identify and drive opportunities for technology and productivity enhancement, including adoption of advanced manufacturing technologies, modern production practices, testing facilities and product development capabilities.
- Design cluster governance and management arrangements, defining the roles of State Industrial Development Corporations, industrial park authorities, Park-level SPVs, industry associations and cluster management teams.
- Prepare and evaluate Pre-Project Reports and DPRs, assessing the need, technical feasibility, project costs, implementation arrangements, financing requirements and expected outcomes of proposed interventions.
- Engage directly with cluster firms and industry associations to identify ground-level constraints,
validate priorities and build industry participation in cluster development.
- Drive implementation monitoring at cluster level, track delivery of infrastructure and common facilities, and assess improvements in utilisation, investment, employment, productivity and exports.
Benchmark
Indian clusters against leading international industrial ecosystems and translate relevant global and Indian practices into practical models for cluster revitalisation.
- Build and maintain a knowledge base on industrial clusters, documenting cluster-level diagnostics, interventions, outcomes and replicable models for use across the national programme.
Qualifications & Requirements:
- Experience: Minimum 10 years of experience in industrial cluster development, industrial infrastructure, manufacturing ecosystems, industrial consulting, or industrial policy advisory.
- Qualification: Should have Masters degree Mode of Employment: Contractual (Full Time/ Part Time) Contract Period: 05 Years Number of Position: 1
KNOWLEDGE AND SKILLS:
- Solid understanding of industrial infrastructure systems, manufacturing ecosystems, and cluster competitiveness frameworks.
- Experience working with State Governments, industrial development corporations, industrial park authorities, industry associations, or manufacturing ecosystems.
- Understanding of industrial compliance systems,
environmental infrastructure, export ecosystems, and manufacturing productivity enhancement.
- Experience in industrial diagnostics, infrastructure planning, ecosystem assessments, or cluster development initiatives.
- Ability to engage with senior government officials, industrial stakeholders, and institutional partners.
- Strong analytical, advisory, communication, and stakeholder management skills.
Preferred Background
Candidates with experience in the following areas shall be preferred:
- Legacy industrial cluster revitalization and redevelopment
- Industrial estate modernization and brownfield industrial infrastructure. MSME manufacturing ecosystems and cluster competitiveness
- Industrial cluster diagnostics and infrastructure gap assessments Common industrial infrastructure including CETPs, testing centres, logistic systems, and utility infrastructure
- Export-oriented manufacturing clusters and value chain ecosystems Industrial productivity, compliance, and operational efficiency enhancement
- Industrial corridor, industrial park, or manufacturing zone development Government-led cluster development and industrial ecosystem programs
- Industrial governance, institutional strengthening, and cluster management frameworks.
DESIGNATION, REPORTING & JOB LOCATION The designation shall be Expert- Manufacturing Ecosystems & Industrial Clusters and candidate selected will be deployed on a contractual basis for period of 05 years and reporting will be directly to senior officials of NICDC Ltd. The job location will be in Delhi/ NCR and may require frequent travel.
