Job Title: Contract Governance Officer

Department: ISPL CIB Indus ESM

About Business line/Function: ISPL External Spend Management

Position Purpose:

The Contract Governance Officer is responsible to drive the contract though its lifecycle across various phases ensuring that demand is captured, contracts are executed, represented and renewed in line with business needs, budget, and the risk framework. The role guarantees that the CIB strategies and contract governance best practices are applied consistently, regulatory obligations are embedded, and senior management receives datadriven visibility of external spend, risk exposure and optimisation opportunities.

To deliver this, the position requires strong analytical acumen with expert level communication and facilitation skills, influencing stakeholders across TPRM, Business, Legal, and champion best practice frameworks that embed risk aware governance, continuous improvement and innovation throughout the contract lifecycle.

Responsibilities

Direct Responsibilities

Demand management

- Engage with beneficiaries to animate demand management: Understand business needs, aggregate demands, ensure budget alignment, secure alignment with CIB strategies, through optimal leverage of existing contracts.
- Oversee end-to-end contract life cycle from sourcing to renewal and termination ensuring commercial and regulatory excellence.
- Support the Beneficiaries through the contract lifecycle including Risk Management, governance, sharing visibility on the developments etc

Contract Governance

- Secure consistency of purchases with business needs in partnership with procurement, beneficiaries and suppliers to shape long term CIB strategies.




- Engage in building practices that will lead to improvements in the visibility, controls and optimisation of Spend Governance for the ESM scope.
- Collaborate with appropriate Functions/SMEs (Cybersecurity) to identify criticality of the suppliers and services.
- Provide regular global reporting to senior management and executive committees, and escalate issues as appropriate in regards of external spend

Risk and regulatory compliance

- Review contract and ensure the risks of the associated service are adequately addressed (contract formalisation/risk acceptance) to protect the bank.
- Engage with relevant internal Risk SMEs and embed risk mitigation protocols into ESM activities with focus on third party regulatory compliance (DORA, EBA guidelines)
- Ensure team practices align with CIB risk control framework.
- Represent CIB Business and support CIB SMEs, especially work with sourcing filire when appropriate and ensure the contracts incorporate CIB processes and requirements in alignment with the risk appetite of the main beneficiary.

Global stakeholder management

- Partner closely with TPRM, IT security, Legal, Compliance and other functions to uphold governance and safeguard client interests.
- Act as an SME for the entire contract lifecycle to ensure adequate coordination with all the CIB stakeholders concerned.




- Co-ordinate with main stakeholders of the contract to ensure adherence to Group norms and CIB standards.

Knowledge & Best practices

- Promote external spend best practices across CIB.
- Influence strategic external sourcing decisions through data-driven insights and domain expertise.
- Leverage insights to design sourcing strategies and vendor discussions.
- Foster a culture of innovation, ownership, risk control and continuous improvement.
