About the Role
Vision Flying Training Institute is looking for an experienced and well-connected B2G Consultant / Government Business Development professional to independently develop relationships with State Government Departments, particularly Aviation, Civil Aviation, Skill Development, Education and Employment departments.
The role involves government liaison, opportunity identification, institutional partnerships, tenders and project acquisition, with direct interaction with IAS officers, senior bureaucrats and department heads.
The ideal candidate should have hands-on experience in Aviation Training, FTOs, Pilot Training, Aviation Skill Development, Airports or Civil Aviation projects, along with strong government networking and communication skills.
This is a business-development and relationship-driven role, not limited to back-office tender work. The candidate should be capable of identifying opportunities, initiating government discussions, developing proposals and driving opportunities from engagement to project acquisition.
Existing professional relationships within relevant State Government / Aviation departments will be a strong advantage.
Key Responsibilities
- Develop and maintain strong professional relationships with State Government Departments, with a special focus on Aviation, Civil Aviation, Skill Development, Education, Employment and related departments.
- Independently coordinate and communicate with senior government officials and department representatives.
- Represent Vision Flying Training Institute in meetings, discussions and official interactions with government stakeholders.
- Identify and develop opportunities for government-funded aviation training, skill development, pilot training and other institutional training programs.
- Build strategic relationships with relevant government bodies, authorities, universities, government institutions and other public-sector organizations.
- Identify relevant Government Tenders, RFPs, RFQs, EOIs, empanelment opportunities and institutional projects.
- Monitor GeM, government e-procurement portals and relevant State/Central Government tender platforms for business opportunities.
- Evaluate tender/project requirements and coordinate internally for eligibility, documentation, technical proposals and commercial submissions.
- Coordinate the complete government business development cycle—from opportunity identification and initial engagement to proposal, negotiation, award and execution.
- Prepare and deliver professional presentations, company profiles and capability presentations to government stakeholders.
- Assist management in developing proposals, concept notes, MoUs, project plans and government partnership proposals.
- Follow up with concerned departments for approvals, empanelment, project status, work orders and other official requirements.
- Maintain a structured database of government contacts, opportunities, meetings, proposals and follow-ups.
- Track government policies, schemes and initiatives relevant to aviation training and skill development and identify potential business opportunities.
- Coordinate with internal teams to ensure timely submission of government-related documents and deliverables.
- Achieve defined B2G business development and government project acquisition targets.
Candidate Profile
- Candidates must have prior hands-on experience working independently with State Government Departments, preferably in Aviation / Civil Aviation / Airports / Flying Training / Skill Development related matters.
- Candidates who have personally handled aviation-related projects, proposals, government programs, approvals, tenders, MoUs or institutional assignments with State Government / Aviation Departments will be given strong preference.
- Experience of working with a State Government Aviation / Civil Aviation Department or equivalent government authority will be considered a major advantage.
- The candidate should have practical experience in directly coordinating with senior government officers, senior bureaucrats and IAS officers on aviation-related projects, official matters and business opportunities.
- Prior experience specifically in Aviation Training, Flying Training Organizations (FTOs), Pilot Training, Aviation Skill Development,
Airports or Civil Aviation projects will be highly preferred.
- Should have practical experience in interacting with senior government officials, senior bureaucrats, department heads and IAS-level officers.
- Must possess excellent professional communication and interpersonal skills.
- Should be confident in handling formal government meetings, discussions, presentations and follow-ups.
- Knowledge of GeM, government tendering, RFP/RFQ/EOI processes and e-procurement portals will be an advantage.
- Should understand government working processes, documentation, approvals and official communication.
- Strong networking, negotiation, relationship management and business development skills.
- Ability to work independently, take ownership and drive government opportunities from identification to closure.
- Good command of English and Hindi is preferred.
- Existing qualified relationships/network within relevant State Government Departments will be an added advantage.
What We Are Looking For We are specifically looking for a candidate who can independently represent the organization before government stakeholders and is comfortable communicating with senior officers.
The candidate should not be limited to back-office tender work. The role requires someone who can identify opportunities, build the right government relationships, initiate discussions, coordinate with departments and convert government opportunities into actual projects/business.

Compensation Salary: As per Industry Standards, commensurate with the candidate's experience, skills, government-sector exposure and existing professional network.
