The job requires multifunctional approach and co-ordination with various State Governments, & their nodal agencies and requires supervision at various levels from projects planning to implementation. This job will also require close interaction with different Ministries of Government of India from time to time.
KEY RESPONSIBILITIES
- Creating baseline reports of project sites/industrial nodes/cities/region, etc.
- Organizing necessary surveys and investigations in consultation with consultants.
- Prioritization of sub projects and preparation of implementation programs.
- Preparation of Development Plans/Master Plans of the identified green field industrial cities.
- Review and supervise the consultants in preparation and finalization of Master Plan of all the identified green field cities, preparation of key database on landuse planning and development.
- Prepare and review database on Landuse planning and Infrastructure Development.
- Review and appraisal of reports/proposals submitted by various stakeholders including consultants, Central and State Government departments, funding agencies, contractors within the context of Urban Planning/Regional Planning of the nodes.
- Review Social Impact and Environment Impact Assessments reports submitted by the Consultants and assist NICDC in getting clearances from the respective Central and/or State agencies.
- To frame planning guidelines for industrial nodes/cities under Industrial Corridor programme.
- Review the work of consultants on a daily basis.
- Development of Urban Mobility Plan/Infrastructure Plans.
- Review of feasibility reports and DPRs on various aspects of transport planning including BRTS, City Bus Services, Rail based Transit System, Non-motorised transport, Comprehensive Mobility Plan (CMP) / Comprehensive Traffic and Transport studies, Traffic Engineering and Transit Oriented Development.
- Providing technical inputs for Preparation of ToR and conducting bid process for the selection of consultants and/or contractors.
- Assist Manager (U&RP;) in preparation of monthly reports, response to Ministerial communications, etc. as per requirement.
- Preparation of monthly status reports response to Ministerial communication etc.
- Any other tasks assigned by the Management from time to time.
MINIMUM REQUIREMENTS
- Nationality: Indian.
- Age: Candidate should normally not be above 32 years of age as on last date of submission of application.
- Academic Qualification: Should be Graduate in Bachelor of Architecture and Masters in Planning from a recognized University with positive academic record
- Experience: Minimum 04 years of of overall experience in planning (Urban Planning/ City Planning/ Country Planning/ Town planning/ Regional Planning/ Infrastructure Planning/ Environmental Planning). Having working experience on Master Plan / Development Plan / CDPs / Urban Planning projects.

KNOWLEDGE AND SKILLS:
- Sound knowledge of Planning Act, associated regulations & legislations (URDPFI guidelines etc).
- Knowledge of Infrastructure financing, understanding of financial planning, multilateral funding and capital/debt market.
- Review and update Regional, Master and Development Plans for industrial nodes and integrated townships, aligning with URDPFI Guidelines, state town-planning acts, and environmental norms. Integrate land-use, transport, utilities, climate resilience, and sustainable urban design into spatial plans.
- Conduct scenario planning, demand assessments, and phasing strategies for industrial, residential, and commercial zones.
- Provide technical inputs for preparation of TORs, RFPs, and bid documents for master planners, infrastructure consultants, and developers.
- Monitor consultants outputs (GIS-based base maps, DPRs, feasibility studies), ensuring quality and statutory compliance.
- Ability to contribute to knowledge management systems and procedures.
- Analytical reasoning and decision-making ability, highly developed research analytical report writing and communication skills.
- Ability to foster collaborative work environment in a multi-cultural and multi-ethnic environment.
- Strong interpersonal skills and the ability to work effectively with wide range of constituents in a diverse community.
- Plan and facilitate public consultations and workshops for capacity building of stakeholder and promote inclusive development.
- Ability to communicate effectively, both orally and in writing,
- Adequate knowledge of Computers &
- IT Tools in Planning, Design, Execution &
- Monitoring of Infrastructure Projects.
- Act as nodal interface with Central/State departments (Industry, Urban Development, Environment, Power, Water, Transport), Local urban development authorities, Industrial Development Corporations and International funding agencies (ADB, JICA, World Bank) etc.
- Hands-on experience for use and supervise GIS/AutoCAD/BIM and advanced urban analytics for planning and monitoring.
- Maintain project dashboards for real-time project progress tracking and reporting to the management and Ministry.

- Regional Planning” and the job location will be in Delhi/ NCR but may require frequent travel.
