JOB DESCRIPTION – CIVIL ENGINEER

Department: Engineering / Maintenance
Designation: Civil Engineer
Reporting To: General Manager / Administrative Officer / Engineering In-Charge
Location: Tagore Medical College & Hospital, Rathinamangalam, Chennai

1. Job Purpose

To plan, supervise, monitor, and execute all civil construction, renovation, repair, maintenance, and infrastructure-related works within the Medical College, Hospital, Hostels, and other institutional premises, ensuring quality, safety, timely completion, and compliance with applicable standards.

2. Educational Qualification

- B.E. / B.Tech. in Civil Engineering from a recognized institution.
- Relevant technical certifications will be an added advantage.

3. Experience

- Minimum 2–5 years of relevant experience in civil construction, hospital/institutional projects, building maintenance, or infrastructure works.
- Experience in hospital, medical college, commercial, or large institutional projects will be preferred.

4. Key ResponsibilitiesA. Civil Construction & Project Works

- Supervise new building construction, renovation, alteration, and expansion works.
- Monitor ongoing projects and ensure work is completed as per approved drawings and specifications.
- Coordinate with contractors, consultants, architects, and vendors.
- Verify measurements, quantities, materials, and work completion.
- Ensure construction activities are completed within the approved time schedule.

B. Building Maintenance

- Inspect buildings, wards, hostels, offices, laboratories, classrooms, and other facilities regularly.
- Identify and coordinate rectification of civil defects such as:
- Water leakage
- Cracks and plaster damage
- Flooring and tiling defects
- Plumbing-related civil works
- Painting and waterproofing
- Doors, windows, and structural repairs
- Drainage and sewage-related civil works
- Attend urgent civil maintenance complaints and coordinate immediate corrective action.

C. Site Supervision





- Conduct regular site inspections and monitor contractors and workmen.
- Ensure proper deployment of manpower and materials at work sites.
- Maintain daily work progress records.
- Ensure construction activities are carried out according to approved drawings and specifications.
- Monitor quality of workmanship and materials used.

D. Hospital & Medical Infrastructure

- Coordinate civil works in critical areas such as ICU, OT, Casualty, wards, laboratories, diagnostic areas, and other clinical departments.
- Ensure civil works do not adversely affect patient care and hospital operations.
- Coordinate with Biomedical, Electrical, Plumbing, HVAC, Fire & Safety, and other departments during renovation and construction works.
- Ensure proper barricading, housekeeping, and safety arrangements during construction activities.

E. Contractor Management

- Coordinate with civil contractors and service agencies.
- Monitor contractor performance, work quality, manpower, and progress.
- Verify measurements and work completion before submitting bills for approval.
- Ensure contractors follow hospital safety and security requirements.
- Report delays, poor workmanship, or deviations to the concerned authority.

F. Documentation & Reporting

- Maintain civil maintenance records and project files.
- Prepare estimates, BOQs, work orders, measurement records, and progress reports.
- Submit regular reports regarding ongoing projects and maintenance activities.
- Maintain records of completed and pending civil works.
- Document site inspections and corrective actions.

G. Safety & Compliance





- Ensure compliance with applicable building, safety, and institutional requirements.
- Ensure workers use appropriate Personal Protective Equipment (PPE).
- Prevent unsafe construction practices within the hospital premises.
- Coordinate with the Fire & Safety Department wherever civil works affect fire safety systems or evacuation routes.
- Ensure construction areas are properly isolated from patients, visitors, and hospital staff.

5. Required Skills

- Positive knowledge of civil construction and building maintenance.
- Knowledge of estimation, BOQ, quantity calculation, and measurements.
- Knowledge of AutoCAD and MS Office.
- Good site supervision and contractor management skills.
- Ability to read and interpret civil drawings.
- Good communication and coordination skills.
- Problem-solving and decision-making ability.
- Ability to handle multiple projects and maintenance activities simultaneously.

6. Key Performance Indicators (KPI)

- Timely completion of assigned civil works.
- Quality of construction and maintenance works.
- Effective control of project costs and material wastage.
- Timely resolution of civil maintenance complaints.
- Proper documentation and reporting.
- Contractor performance and work monitoring.
- Compliance with hospital safety requirements.

7. General Responsibilities

- Maintain confidentiality of institutional information.
- Follow hospital rules, policies, and procedures.
- Coordinate effectively with all departments.
- Attend emergency civil maintenance requirements whenever necessary.
- Perform any other civil engineering-related duties assigned by the Management / Engineering In-Charge.
