About the Capacity Development Programme

IIHS Capacity Development is an education and capacity building programme for urban practitioners spanning disciplines and levels in public, private, academic and civil society sectors. IIHS believes that a city’s transformation rests largely on the collective endeavours of practitioners who confront challenges through an informed, reflexive and creative manner.

Through a portfolio of customised and open enrolment capacity development programmes and projects, the Capacity Development team offers institutions and practitioners new frameworks of knowledge, backed by a cohesive package of skills. Our portfolio spans sectors,

disciplines and scales of practice and seeks to intervene at three levels:

- Strategic perspectives and orientation of the practitioner to urban challenges;
- Knowledge frameworks employed to appraise such challenges;
- Execution skills to tackle them effectively and sustainably.

The specialist shall support the IIHS Capacity Development (CD) mission of business expansion by identifying relevant tender opportunities, coordinating bid submission, and facilitating end-to-end proposal development. This role requires the candidate to collaborate closely with Finance, Legal, Procurement, and other Programme teams, besides the Capacity

Development team, to ensure timely, compliant, and competitive submissions for multilateral and bilateral institutions, government, and other institutional tender opportunities.

This will be a contractual position for an initial term of 11 months, renewable on mutual consent.

Activities and Tasks

Responsibilities would include, but not be limited to, the following:

Chance identification

- Closely watching and monitoring the Government e-Marketplace (GeM) portal and other state government procurement portals, as well as those of developmental agencies, CSR, and multilateral agencies;
- Aligning with institutional strategies and identifying Requests for Proposals (RFPs),
- Expressions of Interest (EOIs), Requests for Quotations (RFQs) and Grants;
- Evaluating eligibility, pre-requisites, technical competencies, timelines,



and perceived risks;

Coordination and facilitation:
- Applying for various bids through the IIHS opportunity management system in consultation with the CD team;
- Calling for internal bid meetings during the process of compiling documents;
- Facilitating the collection of financial templates, liaising with the Legal and Finance teams, and ensuring completion of all related bid documents;

Proposal development and support:
- Seeking the help of Subject Matter Experts (SMEs) within IIHS and, if required, from other external approved agencies/ individuals, and assisting the CD team in putting proposals together;
- Keeping the repository of institutional profiles, project credentials, client references, standard templates, etc. ready;
- Working with the internal design team to close proposals;

Final submission:
- Running the checklist with the CD team before submission;
- Uploading bids on government e-portal sites while ensuring compliance;
- Coordinating physical submissions wherever required;
- Keeping records and tracking the submission results with analytics, maintaining historical costs and comparisons;

Providing support to other IIHS activities including academics, research, training, practice, operations and others;

Participating in all activities of Institution-Building at IIHS; carrying out tasks as assigned by IIHS; and traveling on IIHS work within or outside the country as and when needed.

Structure and Reporting The specialist will be an External Consultant coordinating with the Head - Capacity

Development at IIHS and will be required to collaborate effectively with a diverse group of internal teams and external individuals/organizations, and students.





Person Specification The ideal candidate should have:

- A Master’s degree in Supply Chain, Operations, Finance, Project Management, Logistics, or a similar discipline; a certificate in Procurement, Contract Management, or the Government e-Marketplace etc is an added advantage;
- 3-5 years of experience working in a similar field of tender identification and submission;
- Experience, desirably with consulting firms, research organisations, NGOs, think-tanks, engineering consultancies, or higher education institutions;
- Excellent organising and coordination skills;
- The ability to adhere to strict timelines with excellent documentation skills;
- The ability to develop and maintain relationships with key stakeholders, both internal and external and possess strong attention to detail;
- The capacity to work independently and maintain a strong follow-up process;
- Experience with budget coordination and an understanding of commercial considerations;
- Advanced Microsoft Office skills with the ability to handle multiple deadlines simultaneously;
- Sound knowledge of government and other agencies' procurement processes.

This is a contractual engagement for an initial term of 11 months, renewable on mutual consent. This offer is on an exclusive basis, which implies that other professional assignments (whether compensated or not) that bear a potential conflict of interest with IIHS cannot be undertaken.

The search will remain open until the position is filled.

Location

This position is based at the Kengeri Campus, Bengaluru and may entail travel to other locations in India.

Review and Assessment The role and performance of the incumbent shall be subject to normal review and assessment systems at IIHS.
