Role Summary The Senior Data Architect will lead the design, implementation, and delivery of scalable data architecture and engineering solutions within a Microsoft Fabric-based sandbox environment supporting advanced analytics, actuarial discovery, and business intelligence use cases.

This role will define ingestion patterns, Lakehouse structure, data layer strategy, data quality controls, and analytics-ready datasets that enable pricing, underwriting, claims, fraud, risk segmentation, and broader healthcare and insurance analytics use cases.

This is a senior client-facing role that requires a combination of strong technical architecture skills, hands-on data engineering capability, consulting mindset, and communication excellence. The individual will work directly with clients and internal stakeholders to understand business challenges, assess current-state data environments, architect scalable solutions, and align client needs with Milliman’s analytics, actuarial, and technology capabilities.

The successful candidate will possess an entrepreneurial and startup-oriented mindset, demonstrate strong ownership and accountability, remain hands-on in delivery, guide junior team members, and drive cross-functional teams toward shared delivery goals.

Key Responsibilities

Data Architecture and Engineering Leadership

- Lead the end-to-end data architecture for the sandbox environment, including ingestion patterns, Microsoft Fabric Lakehouse structure, bronze, silver, and gold table strategy, and data quality framework.
- Own the technical design and implementation approach for data ingestion into Microsoft Fabric, including pipeline design, file validation, schema handling, partitioning, metadata management, and incremental load strategy.
- Translate raw and curated source data into analytics-ready datasets, including daily summary, event-summary, exposure, behavioral, contextual, actuarial, and business feature tables.
- Define and implement data profiling, reconciliation, and validation outputs such as row counts, file counts, duplicate checks, null analysis, timestamp coverage, identifier stability, unit validation, and business rule checks.
- Design scalable and reusable data architecture patterns that support pricing, underwriting, claims, fraud detection, risk segmentation, operational analytics, and management reporting use cases.
- Establish documentation standards for data models, transformation logic, quality rules, assumptions, limitations, lineage, operational procedures, and handover materials.

Client Engagement and Communication

- Engage directly with client business, analytics, actuarial, technology, and operational stakeholders to understand their current data environment, business objectives, pain points, systems landscape, and analytical maturity.
- Facilitate discovery workshops, requirements gathering sessions, architecture discussions, solution design reviews, and technical walkthroughs.
- Translate complex technical architecture concepts into clear business implications, options, trade-offs, and recommendations for both technical and non-technical stakeholders.
- Communicate effectively with senior client stakeholders, including technology, analytics, operations, actuarial, and business leadership teams.
- Prepare and present architecture recommendations, solution roadmaps, implementation options, delivery risks, dependencies, mitigation plans, and business benefits.
- Act as a trusted advisor to clients by helping them understand how data architecture, analytics, and Milliman solutions can support measurable business outcomes.

Solution Design and Milliman Solution Alignment

- Assess client data ecosystems, technology platforms, operational workflows,



and analytical needs to identify where Milliman solutions, accelerators, methodologies, and actuarial expertise can create value.
- Translate client requirements into practical, scalable, and outcome-driven solution architectures.
- Link client challenges with Milliman capabilities across actuarial analytics, payer analytics, fraud, waste and abuse, pricing, underwriting, claims, risk adjustment, utilization management, and business intelligence.
- Support solution shaping for client opportunities, including technical approach, architecture design, level-of-effort estimation, delivery planning, and proposal inputs.
- Partner with Milliman consulting, actuarial, product, analytics, and technology teams to ensure proposed solutions are commercially relevant, technically feasible, and aligned with client priorities.
- Identify opportunities to industrialize repeatable solution components, reusable data models, accelerators, templates, and delivery playbooks.

Team Leadership and Delivery Ownership

- Provide technical direction, design guidance, code review, and mentoring to junior engineers and analysts.
- Drive the team toward shared delivery goals by clarifying priorities, removing obstacles, and maintaining accountability for outcomes.
- Partner closely with actuarial teams to understand required features and ensure data models support pricing, underwriting, claims, fraud, and risk segmentation analysis.
- Coordinate with product leadership, IT, and security stakeholders on Microsoft Fabric configuration, Lakehouse setup, roadmap decisions, access controls, and environment readiness.
- Maintain a hands-on role in solution design, data engineering, troubleshooting, quality reviews, and delivery execution.
- Balance strategic architecture thinking with practical implementation needs, especially in quick-moving or ambiguous client environments.
- Promote a collaborative delivery culture focused on quality, speed, client value, and continuous improvement.

Required Skills And Experience

Technical Architecture and Engineering

- Strong experience designing and implementing scalable data engineering or data architecture solutions.
- Hands-on experience with Microsoft Fabric, Azure data services, Lakehouse architecture, OneLake, pipelines, notebooks, and modern cloud data platforms.
- Strong understanding of bronze, silver, and gold data layer design, data modeling, data integration, and data quality frameworks.
- Proficiency in SQL, Python, Spark, and data pipeline development.
- Experience with schema management, incremental processing, partitioning, validation, reconciliation, and performance optimization.
- Ability to design analytics-ready datasets and feature layers for actuarial, operational, financial, and business intelligence use cases.
- Strong understanding of data governance, access control, security, lineage, metadata, and documentation practices.
- Ability to translate business and actuarial requirements into robust technical data models and feature datasets.

- Ability to design end-to-end data and analytics solutions spanning ingestion, transformation, storage, quality control, feature engineering, reporting, analytics, and operationalization.
- Strong capability to assess current-state architecture and recommend pragmatic future-state solutions.
- Ability to link client needs with Milliman solutions, accelerators, actuarial methods, analytics assets, and delivery capabilities.
- Understanding of how data and analytics solutions support business outcomes in insurance, healthcare, payer, provider, actuarial, claims, fraud, pricing, underwriting, risk, or operational environments.
- Ability to support proposal development, solution estimation, delivery planning, and technical sales conversations.

Preferred Qualifications

- Experience working with insurance, actuarial, claims, pricing, underwriting, mobility, operational, or risk analytics data.
- Experience working in healthcare payer, provider, health insurance, actuarial consulting, fraud, waste and abuse, utilization management, or population health analytics environments.
- Experience working in a consulting, professional services, client advisory, or solution delivery environment.
- Experience leading client-facing data modernization, cloud migration, analytics transformation, or data platform implementation initiatives.
- Experience integrating data from GCP or other cloud platforms into Azure or Microsoft Fabric environments.
- Familiarity with data governance, access control, security configuration, and compliance-oriented data environments.
- Prior experience mentoring junior engineers or leading technical delivery in a cross-functional product environment.
- Experience working with geographically distributed teams across consulting, actuarial, product, technology, and client delivery functions.
- Familiarity with Power BI, Azure DevOps, Git, CI/CD practices, data cataloging, metadata management, and cloud cost/performance optimization.
