Job Title: Senior Proposal Manager IT Services (US Federal)
Location: Gurugram, Haryana (Hybrid)
Employment Type: Full-Time
Shift Timing : US (9AM -5PM EST/ 6PM IST -3AM IST)
The Senior Proposal Manager will own the proposal lifecycle from solicitation analysis and proposal strategy through content development, reviews, compliance, and final submission. This role will work closely with Business Development, Solution Architects, SMEs, technical teams, executives, and strategic partners to develop compelling, compliant, and customer-focused proposals that increase Federal win rates.
Key Responsibilities:
Federal Proposal Management & Writing
- Lead the end-to-end proposal development lifecycle for Federal IT Services opportunities, including IDIQs, GWACs, BPAs, Task Orders, RFPs, RFQs, and other Federal solicitations.
- Personally write, edit, and develop high-quality proposal content, including executive summaries, management approaches, technical narratives, staffing approaches, past performance, corporate experience, win themes, discriminators, and transition plans.
- Analyze solicitations, SOWs, PWSs, and evaluation criteria to develop compliant and competitive proposal responses.
- Develop proposal outlines, compliance matrices, storyboards, content plans, schedules, and submission strategies.
- Partner with SMEs, Solution Architects, technical teams, and executives to translate complex technical solutions into clear, persuasive, and customer-focused narratives.
- Develop compelling win themes, discriminators, value propositions, and customer-focused messaging.
- Lead proposal reviews, including Pink Team, Red Team, Gold Team, and final compliance reviews.
- Review, edit, and refine proposal content to ensure accuracy, compliance, clarity, consistency, responsiveness, and persuasiveness.
- Ensure proposals clearly address Federal evaluation criteria and demonstrate mission outcomes, technical capabilities, innovation,
and measurable customer value.
- Manage proposal production, formatting, quality control, and timely submission of final responses.
- Establish and maintain proposal templates, content libraries, past performance databases, resumes, boilerplate, and reusable proposal assets.
- Develop and continuously improve proposal processes, tools, templates, and best practices to increase efficiency, quality, and win rates.
Business Development & Team Collaboration
- Collaborate with Business Development and leadership teams to understand Federal opportunities and develop proposal strategies aligned with customer requirements.
- Support the development of proposal themes, differentiators, solution messaging, and competitive positioning.
- Work closely with technical and delivery teams to ensure proposed solutions are realistic, differentiated, and aligned with customer objectives.
- Coordinate proposal contributors, SMEs, technical resources, executives, and external partners throughout the proposal lifecycle.
- Provide guidance and mentorship to proposal managers, writers, coordinators, and other proposal team members.
Strategic Partnerships & Teaming
- Support relationships with Federal prime contractors, small businesses, and technology partners.
- Coordinate with teaming partners to gather required proposal content, past performance, resumes, corporate information, and technical inputs.
- Ensure partner contributions are integrated into proposals in a consistent, compliant, and compelling manner.
- Support teaming and subcontracting opportunities that strengthen Federal proposal responses.
Qualifications
- Bachelor's degree required; Master's degree preferred.
- 8+ years of experience in Federal proposal management and development within the IT Services industry.
- Proven experience leading complex U.S. Federal Government proposals from solicitation through final submission.
- Strong hands-on Federal proposal writing and editing experience is required.
- Demonstrated ability to personally develop executive summaries, technical and management approaches, past performance narratives, staffing approaches, win themes, discriminators, and other proposal sections.
- Strong understanding of U.S. Federal procurement processes, FAR/DFARS, Federal evaluation criteria, and contract vehicles.
- Experience with IDIQs, GWACs, BPAs, Task Orders, RFPs, and RFQs.
- Strong understanding of Federal IT Services and government contracting.
- Proven ability to lead cross-functional proposal teams and manage multiple proposals simultaneously.
- Excellent writing, editing, communication, leadership, organization, and stakeholder management skills.
- Ability to translate complex technical and business concepts into clear, persuasive, and customer-focused proposal content.
- Experience working with Federal teaming partners and subcontractors preferred.
- APMP and/or Shipley certification preferred.
Preferred Experience
- Experience supporting U.S. Federal civilian agencies and/or DoD.
- Experience with major Federal contract vehicles, IDIQs, GWACs, and BPAs.
- Experience leading Pink Team, Red Team, Gold Team, and compliance reviews.
- Solid knowledge of Shipley/APMP proposal development methodologies.
- Demonstrated history of improving proposal quality, processes, and Federal win rates.
- Experience managing multiple concurrent Federal proposals with aggressive submission deadlines.
