– Manager Liaisoning (Coal Block Development)
Position: Manager / Assistant Manager – Liaisoning (Coal Block Development)
Department: Coal Mine Development / Projects
Location: Project Site / Wani/ Mukutban
Reporting To: Head – Coal Ming
1. Job Purpose To effectively coordinate and liaise with Central and State Government departments, statutory authorities, local administration, consultants, contractors and other stakeholders for obtaining and maintaining all approvals, permissions, clearances and facilities required for timely development and operation of the Coal Block.
The position will be responsible for tracking the entire statutory and developmental approval process and ensuring timely compliance with the requirements of the Coal Block Development Programme.
2. Key Responsibilities
A. Government & Statutory Liaisoning
- Liaise with the Ministry of Coal, Nominated Authority, Coal Controller's Organisation, CMPDI/CIL/WCL and other Central Government authorities, wherever applicable.
- Coordinate with MoEF&CC;, State Forest Department, PCCF, DFO and other forest authorities for Forest Clearance and related matters.
- Liaise with Ministry/Department of Workplace, State Pollution Control Board and other environmental authorities for Environmental Clearance, Consent to Establish, Consent to Operate and related permissions.
- Coordinate with Directorate of Mines & Geology, DGMS, District Administration, Revenue Department, Mining Department and other State authorities.
- Liaise with District Collector, Tahsildar, Sub-Collector, R.I., Revenue officials and local administration in connection with land acquisition, possession, mutation, R&R; and other project-related matters.
- Coordinate with Railways, NHAI/PWD, electricity authorities, water resources authorities and other infrastructure agencies, wherever required.
B. Coal Block Development
- Monitor progress of all statutory approvals and permissions required for development of the Coal Mine.
- Maintain a Master Approval/Permission Register covering all milestones, applications, pending approvals, conditions and validity periods.
- Follow up on Coal Mine Development and Production milestones, including timelines prescribed under the Coal Block allocation/auction documents.
- Coordinate with mine planners, mining consultants, environmental consultants and other technical agencies for submission of applications and compliance documents.
- Assist Project Head in identifying bottlenecks affecting mine development and production.
C. Forest & Environment Matters
- Coordinate the complete process of Forest Clearance (FC), Stage-I/FC-I, Stage-II/FC-II and compliance of Forest Clearance conditions, as applicable.
- Coordinate preparation and submission of proposals through the applicable government portals.
- Follow up with State Forest Department, MoEF&CC; and concerned field offices.
- Coordinate compliance of conditions relating to compensatory afforestation, NPV, wildlife, tree enumeration, forest land diversion and other requirements.
- Maintain records of all environmental and forest-related approvals and conditions.
D. Land & Rehabilitation Matters
- Coordinate with Revenue and District Administration for identification, verification and acquisition/transfer of required land.
- Monitor land possession and availability for mine, CHP, roads, offices, workshops, infrastructure and other facilities.
- Assist in R&R; and local stakeholder matters, wherever applicable.
- Coordinate with local authorities for resolution of land-related issues affecting project execution.
E. Local Stakeholder Management
- Maintain professional relationships with District Administration, local government officials and other stakeholders.
- Coordinate with Gram Panchayats and local representatives on project-related matters.
- Identify potential local issues that may affect mine development and bring them to the attention of senior management.
- Facilitate resolution of administrative and coordination issues without compromising the company's statutory obligations.
F. Documentation & Compliance
- Prepare letters, applications, representations, reminders and follow-up communications to Government departments.
- Maintain complete records of:
- Applications submitted
- Approvals received
- Pending permissions
- Government correspondence
- Compliance reports
- Inspection reports
- Minutes of meetings
- Statutory conditions
- Milestone commitments
- Prepare weekly/monthly status reports for management.
- Maintain an Approval & Compliance Dashboard highlighting pending matters,
responsible persons, target dates and risks.
G. Meetings & Follow-up
- Arrange and coordinate meetings with Government departments and statutory authorities.
- Accompany senior management during meetings with Government officials whenever required.
- Prepare briefing notes and agenda points before important meetings.
- Record decisions and ensure timely follow-up/action on commitments.
H. Coordination with Consultants & Contractors
- Coordinate with mining, geological, environmental, forest, land and legal consultants.
- Ensure consultants submit applications and compliance documents within agreed timelines.
- Monitor deliverables and identify delays requiring management intervention.
- Coordinate with EPC contractors and other agencies where statutory approvals are prerequisites for execution.
3. Key Deliverables / KPIs The candidate will be evaluated primarily on:
- Timely obtaining of statutory approvals and permissions.
- Effective follow-up of Forest Clearance and Environmental Clearance.
- Progress in land acquisition/possession and related permissions.
- Achievement of Coal Block development milestones.
- Timely resolution of Government and administrative issues.
- Accuracy and completeness of statutory records.
- Timely submission of compliance reports.
- Effective coordination with Central and State Government authorities.
- Reduction of delays attributable to pending approvals/permissions.
- Quality and timeliness of management reports.
4. Qualification
Essential:
- Graduate degree in any discipline.
- Good knowledge of Government procedures and statutory approvals.
Desirable:
- Degree/Diploma in Mining, Civil, Environmental Science, Law, Management or related field.
- Knowledge of coal mining and statutory requirements will be an advantage.
5. Experience Preferred: 5–10 years of experience in Government liaisoning, mining, infrastructure, coal/mineral projects, land acquisition, forest/environment clearance or similar project development activities.
Experience in Coal Block Development / Commercial Coal Mining / CIL-WCL or State Mining Department-related matters will be highly desirable.
6. Required Skills
- Strong liaisoning and interpersonal skills.
- Good understanding of Central and State Government procedures.
Pay: ₹50,000.00 - ₹60,000.00 per month
