Job Summary
Assignment: Consultant - Livelihoods, Skilling, Environment and Sustainability Strategy Location: Delhi, with travel as required
Reporting to: Deputy Director, Program Design and Impact
Assignment type: Consultancy up to 11 months
Work environment: Office-based in Delhi with field travel as required
Scope of Work
1. 1. Strategy Development, Theory of Change and Portfolio Positioning Define the strategic direction for ChildFund India s livelihood, skilling, environment and sustainability programme portfolio. Develop a clear Theory of Change, results pathways, outcomes and indicators linking skilling, livelihoods, climate resilience, environmental sustainability and youth/community outcomes. Review existing programme approaches, evidence, partnerships and opportunities to position the portfolio for relevance, quality and scale. Develop a strategic roadmap with priority geographies, target groups, intervention pathways, partnership opportunities and scale-up options.
2. 2. Programme Design, Scalable Models and Proposal Development Identify and develop scalable programme models at the intersection of livelihoods, skilling, climate adaptation, green jobs, entrepreneurship, market systems and sustainability. Design integrated interventions covering sustainable livelihoods, employability and skilling, climate-resilient agriculture, entrepreneurship, financial inclusion, market linkages, natural resource management and community resilience. Develop concept notes, proposals, work plans, budgets, logical frameworks and implementation strategies aligned to the portfolio strategy and Theory of Change. Support vulnerability assessments, value-chain analyses,
market assessments and resilience planning to inform programme models. Ensure alignment with relevant SDGs, national and state-level climate, livelihood, skilling, rural development and sustainability priorities.
3. 3. Stakeholder Engagement, Co-creation and Partnerships Engage programme teams, community representatives, youth, government departments, CSR partners, skilling institutions, technical agencies, financial institutions, research organisations and market actors to shape programme priorities and models. Facilitate consultations, workshops and co-creation processes to validate the strategy, Theory of Change and scalable models. Support convergence with agriculture, rural livelihoods, skilling, climate, environment and sustainability programmes.
4. 4. Monitoring, Evaluation, Learning and Evidence Generation Strengthen monitoring frameworks and indicators. Conduct field reviews, climate and livelihood assessments, operational research and documentation. Develop case studies, policy briefs, technical reports and knowledge products.
5. 5. Capacity Building Develop training modules, toolkits and IEC materials. Conduct workshops and mentoring for staff, partners and community institutions.
6. 6. Resource Mobilisation Support donor mapping, proposal writing and partnership development for climate resilience and livelihood programmes.
7. Additional responsibilities given by the manager,
including technical support and other duties required to meet programme priorities.
