About Civis

Civis is a civic-tech nonprofit working to make public consultations in India meaningful rather than procedural. India's Pre-Legislative Consultation Policy (PLCP) gives citizens the right to participate in lawmaking before laws are passed. In practice, however, consultations are often inaccessible, poorly promoted, and difficult for governments to act on. Civis aims to change this.

Our hypothesis for change: We believe that better participation requires stronger institutions as well as more informed and empowered citizens.

At the heart of Civis’ work is a simple idea: laws work better when the people they affect help shape them. The Policy Engagement Loop is how Civis puts this into practice - if the friction is reduced on both sides of the loop at once, the system should start to reinforce itself.

About the Role

This role leads the Governance vertical at Civis which builds and manages partnerships with Central Government Ministries and State Departments to drive adoption of Civis' public consultation platform across domains. It spans setting vertical strategy and driving its end-to-end implementations to institutionalise participatory governance in India. More specifically, you will:

Planning & Strategy

- Build a vertical wide strategy, that aims to engage catalysts in formalising the structure of PLCP, towards ensuring that India has a PLCP law in the next 5 years. Plan team wide strategies towards achieving and accomplishing this goal. Engage with key stakeholders to solidify the strategy.
- Build a robust Consultation engagement strategy for 25 Ministries and 3 Indian States in a 1 year horizon, expanding it to a 3 and 5 year strategic plan.
- Continue to build a pipeline of Government partners at the Urban Local Bodies, State and Central levels, with specific focus on deepening the engagement with priority domain areas.
- Lead the team in strategising ways to build adoption of the public consultation process from within governments - including technology, training,



capacity building resources, awards.
- Contribute to the development of an end-to-end lifecycle strategy for the organisation, encompassing pre-law, during consultation and post-law outputs such as Regulatory Impact Assessment (RIA), Grievance Redressal, Legislative Impact Assessment etc.

Team Leadership & Execution

- Ensure the learning, growth, and success of the Governance team through direct management of two colleagues and skip-level oversight as needed, while building team capacity in training design, writing, government engagement, and related skills.
- Track and monitor upcoming public consultations for government partnerships; collaborate with new and existing government partners to design and execute end-to-end consultations.
- Supervise the production of reports for partnered or high-impact thematic consultations and ensure feedback from published consultations reaches relevant government bodies, providing additional capacity-building support where needed.
- Monitor vertical-wide performance on an ongoing basis against strategy and key metrics.

Cross-Vertical Collaboration

- Create training collateral, develop networks of civil servants to support PLCP adoption, and execute trainings, events, online courses, and other capacity-building resources on public consultations for Ministries and Departments.
- Work with the Product vertical on user journeys, interviews, and roadmaps for our civic tech products; contribute to new product innovations for government bodies; and support modifications, rollouts, and in-situ deployment of technology tools with government partners.




- Support fundraising efforts through proposal writing, donor interviews, and reporting; build awareness of Civis’ work via speaking engagements, articles, and media content; and present key learnings and findings to the CEO, Board of Directors, donors, and other stakeholders.

About you You are a strategic and execution-oriented thinker who can connect disparate developments to shape long-term priorities, manage multiple workstreams, and drive effective outreach and adoption. More specifically, you bring:

- 10+ years of relevant experience in the governance, policy or advocacy domain.
- A masters degree in the field of governance, economics or public policy is preferred.
- Strategic thinker: You consistently zoom out to see the big picture, connecting disparate policy, political, and social signals into a coherent long-term view that guides priority-setting and proactive advocacy.
- Execution-oriented: You are committed to doing what it takes to execute a project, and you have an implementation focus. You’re highly organised, comfortable managing many work streams and you know how to make the right trade-offs.
- Solution-oriented: You’re able to think of out-of-the-box solutions that work with limited resources.
- Cooperative: You work well with all kinds of people and teams, you’re open to learning from partners and peers.
- Communication: Proven strong oral and written communication skills are a must.

Bonus:

- You’re passionate about citizen’s engagement and have volunteered, founded or worked for a citizen engagement or campaigning platform.
- You’ve worked in an entrepreneurial environment which needed you to think on your feet and take decisions independently.

Contract Type: Full time, Permanent

Remuneration Range: 18-24 lakh per annum, with additional employee benefits
