Location: Indore
Experience: 1–4 years in tendering, estimation, contracts, or business development, preferably in environmental engineering / EPC / infrastructure / water & wastewater / solid waste / energy .
Role Summary
We are looking for a proactive and detail-oriented Tendering Engineer responsible for identifying relevant tender opportunities across government and private-sector procurement portals, evaluating their suitability for the company, and managing the complete tender filing and submission process.
The person will be responsible for ensuring that no relevant tender opportunity is missed , that tenders are systematically screened and categorized, and that eligible tenders are prepared and submitted accurately and within deadlines.
Key Responsibilities
1. Tender Scanning & Opportunity Identification
- Daily scanning of all relevant government, PSU, municipal, institutional and private tender portals .
- Track tenders related to:
- Environmental Engineering
- Water & Wastewater Treatment
- STP / ETP / WTP
- Solid Waste Management
- Waste-to-Energy
- Renewable Energy
- Environmental consultancy
- EPC and O&M; projects
- Pollution control and environmental infrastructure
- Identify new tenders, corrigenda, extensions, cancellations and amendments.
- Maintain a centralized Tender Opportunity Tracker with all relevant details.
2. Tender Screening & Segregation
- Review tender eligibility criteria, scope of work, estimated value, EMD, tender fee, experience requirements, turnover requirements, technical qualifications and submission deadlines.
- Segregate tenders into:
- Can File – High Priority
- Can File – Subject to Management Approval
- Not Eligible
- Not Commercially Viable
- Requires JV / Consortium / Partner
- Prepare a brief Tender Eligibility / Go-No-Go Note for every potentially relevant tender.
- Highlight missing eligibility documents or potential disqualifying conditions well in advance.
3. Tender Documentation & Preparation
- Download and thoroughly review complete tender documents, including NIT, RFP, BOQ, technical specifications, GCC/SCC and corrigenda.
- Prepare tender checklists covering technical, commercial and statutory requirements .
- Coordinate internally to collect:
- Company credentials
- Similar work experience
- Completion certificates
- Financial documents
- GST/PAN/company registrations
- Technical team CVs
- Equipment details
- Declarations and affidavits
- EMD/BG requirements
- Other tender-specific documents
- Ensure all documents are properly formatted, signed, stamped and uploaded as required.
4. Tender Filing & Submission
- Prepare and compile complete tender submissions.
- Fill online tender forms and upload documents on respective portals.
- Prepare technical and commercial submissions as required.
- Coordinate with management, finance, technical and project teams for timely completion.
- Ensure 100% compliance with tender requirements before submission .
- Submit tenders well before the deadline and maintain proof of submission.
5. Tender Database & Tracking
- Maintain a live database of all tenders scanned, shortlisted, filed, rejected and won/lost.
- Track:
- Tender name
- Client/department
- Tender value
- Location
- Submission deadline
- Eligibility status
- EMD
- Tender fee
- Bid status
- Result
- Maintain records of submitted tenders for future reference.
- Track corrigenda and changes until the tender submission deadline.
6. Coordination & Follow-up
- Coordinate with technical, finance, procurement and management teams for tender requirements.
- Follow up for pending documents and approvals.
- Coordinate with clients/departments for tender-related clarifications wherever required.
- Track technical opening, financial opening, results, negotiations and award status.
Daily Deliverables The Tendering Engineer will be expected to:
- Scan all assigned tender portals daily.
- Identify and record every potentially relevant tender.
- Share a daily tender prospect report with management.
- Segregate tenders based on eligibility and suitability.
- Prepare tender checklists for approved opportunities.
- Maintain a live tender pipeline.
- Ensure timely submission of all approved tenders.
Key Performance Indicators (KPIs)
- 100% daily coverage of assigned tender portals.
- Number of relevant tenders identified.
- Number of eligible tenders shortlisted.
- Number of tenders successfully submitted.
- Zero missed tender deadlines due to internal delays.
- Zero submission disqualifications due to documentation/compliance errors.
- Accuracy and completeness of tender database.
- Conversion rate of shortlisted tenders into submitted bids.
Required Skills
- Strong understanding of government tendering and e-procurement portals .
- Excellent document-reading and analytical skills.
- Ability to quickly understand eligibility criteria and tender requirements.
- Strong MS Excel / Word skills.
- Good written and verbal communication.
- Excellent follow-up and coordination skills.
- Strong attention to detail.
- Ability to work under strict deadlines.
- Knowledge of GeM, CPPP/eProcure and state/municipal tender portals will be an advantage.
- Experience with environmental/infrastructure tenders will be strongly preferred.
Ideal Candidate The ideal candidate should be extremely systematic, proactive and deadline-driven . They should have the ability to go through a large number of tenders every day, quickly identify which opportunities are relevant to the company, and independently take an approved tender from initial identification all the way to successful submission . Most importantly, this is not a passive data-entry role. The person is expected to actively search for business opportunities, understand whether the company can qualify, and ensure that every viable tender is acted upon in time.
