Job Purpose The Project Manager will be responsible for the end-to-end planning, coordination, implementation, and execution of the electronic Human Resources Management System (eHRMS 2.0). The role will serve as a key liaison between government stakeholders, the Department of Personnel and Training (DoPT), internal technical teams, and participating ministries and departments, ensuring that project implementation aligns with strategic roadmaps, resource frameworks, and capacity-building objectives.
Key Responsibilities
1. Project Coordination & Stakeholder Management
- Act as the primary liaison between government stakeholders, DoPT, and technical development teams.
- Facilitate communication and coordination across multiple ministries and government departments.
- Gather, analyze, and consolidate stakeholder requirements to support effective project implementation and adoption.
- Drive stakeholder engagement and facilitate timely resolution of project-related issues.
1. Strategic Documentation & Project Planning
- Lead the preparation, review, and finalization of Detailed Project Reports (DPRs) and long-term strategic roadmaps.
- Develop and manage Business Requirement Documents (BRDs), translating functional and business requirements into clear technical deliverables.
- Coordinate with technical teams to ensure requirements are appropriately documented and implemented.
- Assist in developing and documenting data security policies, administrative processes, and operational workflows.
1. Financial & Resource Management
- Lead project resource planning and support the development and maintenance of manpower budgets and financial frameworks.
- Monitor project scope, milestones, deliverables, and resource utilization.
- Ensure project activities remain aligned with approved scope, timelines, and budgetary requirements.
- Support long-term resource and financial planning for different project phases.
1. Capacity Building & Training
- Plan, organize, schedule,
and conduct training and capacity-building sessions for Nodal Officers, Administrators, and end users across government organizations.
- Develop and support user onboarding activities to ensure effective adoption of eHRMS 2.0.
- Ensure stakeholders understand system functionalities, processes, and standard operating procedures.
- Coordinate with relevant teams to address user training and adoption requirements.
1. System Implementation & Administration
- Monitor the technical and administrative management of eHRMS 2.0 modules throughout the project lifecycle.
- Coordinate with development, QA, IT, and other relevant teams to monitor implementation progress.
- Ensure the solution meets functional, security, quality, and compliance requirements before government-wide rollout.
- Support implementation planning, rollout activities, issue resolution, and system administration.
1. Government HR & Policy Expertise
- Apply strong understanding of government HR systems and processes in project planning and implementation.
- Demonstrate knowledge of civil service rules, administrative policies, compliance requirements, and public-sector HR practices.
- Ensure system processes and workflows are aligned with applicable government HR and administrative requirements.
Experience Requirements
- 4+ years of proven professional experience in project management.
- Strong experience working on Central Government IT initiatives, eGovernance projects, or large-scale HR technology deployments.
- Core government-sector experience is mandatory, with demonstrated involvement in Central Government IT,
eGovernance, or large-scale HR technology projects.
- Desirable: Working knowledge of Mission Karmayogi, including its principles, objectives, and capacity-building frameworks.
- Demonstrated experience in preparing and managing BRDs, technical specifications, and Detailed Project Reports (DPRs).
- Hands-on experience in stakeholder training, capacity-building workshops, and cross-departmental coordination.
- Experience with financial framework planning, manpower budgeting, and resource planning for technology projects.
Education Qualification
Essential:
- Bachelors or Masters degree in Public Administration, B.Tech/B.E., Business Administration, Information Technology, or a related field.
Preferred:
- Relevant project management certification such as PMP, PRINCE2, or Agile methodologies is highly desirable.

Preferred Candidate Profile The ideal candidate should have hands-on experience within Central Government projects and a solid understanding of government HR processes, eGovernance environments, stakeholder coordination, project documentation, and capacity-building initiatives. Experience with eHRMS, Mission Karmayogi, BRD/DPR preparation, and large-scale government technology implementations will be highly relevant.
