Job Summary The Project Manager – E&M; Erection & Commissioning drives the successful execution, installation, testing, and final handover of all Electrical, Mechanical, and Instrumentation (E&M;) systems for large-scale water infrastructure projects. This role spans critical facilities including Water Treatment Plants (WTP), Sewage Treatment Plants (STP), Effluent Treatment Plants (ETP), pump houses, and cross-country transmission networks. The ideal candidate will bridge engineering design and site execution, ensuring that sophisticated machinery and control networks are flawlessly integrated, tested, and commissioned within strict budget, quality, and time constraints.

Key Responsibilities

- Site Mobilization & Erection Management

- Mechanical Erection Supervision: Lead the physical installation, alignment, and mechanical assembly of heavy machinery, including high-capacity pumps (vertical turbine, centrifugal), blowers, agitators, scrapers, and motorized valves.
- Electrical System Setup:



Oversee the installation, cabling, and earthing of High Voltage (HT) / Low Voltage (LV) power distribution networks, transformers, Power Motor Control Centers (PMCC), and Variable Frequency Drives (VFD).
- Structural & Piping Alignment: Coordinate the fabrication and positioning of process piping (DI, MS, HDPE), manifolds, penstocks, surge vessels, and supporting heavy structures in accordance with isometric and P&ID; drawings.

2. Testing & Pre-Commissioning
- Component Testing: Direct field teams in structural integrity checks, including hydro-testing of process piping, valve pressure trials, and component alignment verification.
- Electrical Safety Checks: Validate electrical systems via insulation resistance testing, loop checks, instrument calibration, and motor rotation direction tests before energization.
- Automation Integration: Partner with specialized vendors to verify I/O mapping, program logic validation, and control loop configurations for PLC, SCADA, and RTU architectures.

3. Commissioning & Performance Verification
- System Wet Runs: Execute process fluid trials, dry/wet runs, and chemical dosing loop tests to transition individual mechanical components into functional, cohesive water systems.
- PGTR Management: Plan and lead the Performance Guarantee Test Run (PGTR) to validate system capacity, effluent/purity water metrics, energy consumption indices, and recovery optimization (e.g., UF/RO/MBR membranes).
- Deficiency Rectification: Systematically log, prioritize, and transparent all client punch lists or technical deviations uncovered during pre-commissioning phases.

4. Project Governance, Contracting & Handover
- Progress Tracking:



Construct and monitor detailed erection schedules and commissioning sequences utilizing tools like MS Project or Primavera P6.
- Commercial Control: Review and approve subcontractor measurement books, vendor invoices, and commercial bills (RA Bills) strictly tailored to E&M; milestones.
- Documentation & Handover: Compile comprehensive closeout portfolios including As-Built drawings, Quality Assurance Plans (QAP), factory/site acceptance test records (FAT/SAT), Standard Operating Procedures (SOPs), and O&M; manuals.
- Client Interface: Serve as the chief E&M; focal point for government bodies, municipal consultants, and internal project design units to secure formal handover certificates.

Candidate Profile & Requirements Education & Certifications
- Degree: Bachelor’s Degree in Mechanical, Electrical, or Instrumentation & Control Engineering.
- Preferred: Project Management Certification (e.g., PMP) or equivalent validation.

Work Experience
- Total Experience: 15 to 20 years in execution roles within the Infrastructure, EPC, or Utilities sector.
- Niche Experience: A minimum of 10 years dedicated exclusively to managing E&M; installation, testing, and commissioning within WTP, STP, desal plants, or cross-country water distribution networks.

Technical Competencies
- Thorough mastery of hydraulic layouts, Process & Instrumentation Diagrams (P&IDs;), General Arrangement (GA) layouts, and Single Line Diagrams (SLDs).
- Deep operational knowledge of water treatment processes (clarifiers, media filters, ultrafiltration, reverse osmosis, and sludge dewatering).
- Strong command over testing equipment, vibration/heat analysis, and automated instrumentation loops.

Soft Skills & Logistics
- Proven capability to organize, guide, and protect multi-disciplinary workforces (200+ site personnel including riggers, welders, and engineers) under high-pressure environments.
- Clear, diplomatic communication style for handling external consultants and third-party inspection (TPI) bodies.
- Flexibility to relocate or travel extensively to remote project locations based on execution timelines.
