The MEL Manager will lead the design and implementation of monitoring, evaluation, and learning activities across projects in Health. The role will be responsible for developing MEL plans and frameworks, leading field monitoring and data collection, overseeing data quality and management, conducting quantitative and qualitative analysis, and translating findings into actionable insights for program improvement.
The role will also lead the development of research protocols and coordination of ethical approvals, and contribute to evidence generation, reporting, and dissemination. The position will work closely with MEL leadership, technical and program teams, and external partners to strengthen MEL systems and ensure high-quality, timely evidence for decision-making. Key responsibilities include:
- Lead the development and implementation of MEL plans, logical frameworks, indicators, and work plans.
- Lead field monitoring, data collection, data management, analysis, and visualisation, ensuring data quality and integrity.
- Design and lead research and evaluation activities, including research protocols, data collection tools, analysis plans, and ethical/IRB approvals.
- Translate MEL and research findings into actionable recommendations and support evidence-based decision-making.
- Lead the development of reports, presentations, dashboards, and other outputs for internal and external dissemination.
- Contribute to proposals, donor reporting, and other evidence-generation activities.
- Support strengthening of MEL capacity, systems, and processes across teams, while ensuring adherence to data confidentiality, privacy, and research ethics.
Requirements
- Master’s degree in Public Health, Epidemiology, Statistics, Demography, Development Studies, or a related field.
- 5-6 years of relevant experience in MEL, research, or quantitative analysis, preferably in donor-funded health or social sector programs.
- Strong knowledge of MEL frameworks, research/evaluation design, sampling, data collection, and statistical analysis.
- Proficiency in R, Stata, Python or SPSS and demonstrated experience in data management and analysis.
- Strong analytical, report-writing, presentation, and communication skills.
- Ability to independently manage work streams and collaborate effectively with multidisciplinary and geographically dispersed teams.
- Proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint.
