Role: IT Bid Specialist (Federal & SLED Market)

Shift: US Shift (6.30PM to 3.30 AM IST)
About the Role: The Federal/SLED Bid Specialist will be part of DivIHNs Solicitation Response Team and will support the development of compliant, compelling, and professionally written responses to Federal & SLED Government solicitations.
Role & Responsibilities
- Review and analyze RFPs, RFIs, RFQs, Sources Sought notices, task-order requests, and other solicitation documents to understand requirements, instructions, evaluation criteria, and required response content.
- Develop proposal compliance matrices, response outlines, content plans, and other proposal-development tools to ensure all solicitation requirements are addressed.
- Draft clear, concise, and compelling proposal content, including:
- Technical approaches
- Management approaches
- Staffing and personnel approaches
- Transition and implementation plans
- Quality management approaches
- Past performance and corporate experience narratives
- Executive summaries and other proposal sections as assigned
- Translate technical concepts, SME input, past performance, and capture direction into polished proposal language that is understandable, persuasive, and responsive to Government evaluation criteria.
- Incorporate established win themes, discriminators, customer hot buttons, and DivIHN capabilities into proposal narratives as directed by the Federal/SLED capture/proposal leadership team.
- Conduct supporting research necessary to strengthen proposal content, including research into Federal/SLED agencies, programs, mission requirements, technologies, industry practices, and other subjects directly related to an active response.
- Review and revise proposal content for compliance, responsiveness, consistency, readability, grammar, tone, and overall quality.
- Support Pink Team, Red Team, Gold Team, and other proposal reviews by incorporating reviewer comments and producing revised drafts within established deadlines.
- Perform cross-document reviews to ensure terminology, staffing, technical approaches, past performance,
and other information remain consistent throughout the proposal.
- Assist with final proposal production, including formatting, editing, proofreading, document organization, and quality-control checks prior to submission.
- Develop and maintain reusable proposal content, including past performance narratives, corporate qualifications, technical approaches, management approaches, resumes, and other boilerplate materials.
- Maintain organized proposal files and version control throughout the response lifecycle.
- Manage multiple writing assignments and deadlines simultaneously while working independently with limited supervision.
- Be available for sufficient overlap with U.S. Eastern and Central Time business hours, particularly during active proposal efforts and critical submission periods.
- Produce grammatically correct, precise, and professional written responses using American English and a formal U.S. Federal Government/SLED proposal style
Experience and Qualification
- Bachelors degree in Business, English, Communications, Information Technology, or a related field preferred.
- Minimum 3 years of direct proposal-writing experience, with 5+ years preferred.
- Demonstrated experience developing responses to Federal, State, and Local Government RFPs, RFIs, RFQs, Sources Sought notices, task-order solicitations, and other public-sector procurements.
- Proven experience writing proposals for Information Technology and professional services organizations.
- Demonstrated ability to develop substantive proposal content, including technical, management, staffing, transition, quality, corporate experience, and past performance narratives.
- Experience reviewing government solicitations and developing compliance matrices, proposal outlines,
and response structures based on solicitation instructions and evaluation criteria.
- Experience working with capture managers, solution architects, technical SMEs, project managers, recruiters, and teaming partners to gather information and convert SME input into compelling proposal content.
- Solid conceptual understanding of Information Technology and the ability to quickly understand and write about unfamiliar technical solutions, tools, and environments.
- Excellent written American English, with demonstrated ability to produce precise, grammatically correct, persuasive, and professional government proposal content.
- Ability to distinguish between simply answering a requirement and developing a compelling, evaluator-focused response that incorporates win themes, discriminators, customer priorities, and supporting evidence.
- Experience participating in structured proposal reviews such as Pink Team, Red Team, and Gold Team reviews, including incorporating reviewer comments under tight deadlines.
- Familiarity with the Shipley proposal development process or a comparable structured proposal methodology strongly preferred.
- Experience managing multiple proposal assignments simultaneously and meeting firm submission deadlines.
- Ability to work independently with limited supervision while remaining highly responsive to the U.S.-based proposal and capture team.
- Ability and willingness to maintain sufficient working-hour overlap with U.S. Eastern and Central Time zones, particularly during active proposal efforts and critical submission periods.
Highly Desirable
- Experience supporting proposals across both Federal and SLED (State, Local, and Education) markets.
- Experience writing proposals involving cloud, cybersecurity, application modernization, ServiceNow, Salesforce, Microsoft technologies, enterprise architecture, data/analytics, AI/ML, or IT staffing and professional services.
- APMP certification or formal Shipley proposal training.
- Experience developing and maintaining reusable proposal content and past-performance libraries.
