Position Title: Head – Health, Safety and Environment (HSE)
Reports To: Chief Development Officer (CDO)
Reporting to this Position: HSE Team (Safety Lead, Safety engineers, Safety Supervisors etc)
Job Summary
- This individual will be responsible for the development, implementation and monitoring of Safety, Health and environment policies and strategies for the operational excellence of the company.
- Provide strategic leadership to KPDL's Health, Safety and Environmental initiatives such that KPDL maintains and builds upon its reputation as proactive best in class corporate citizens.
- Lead and manage the performance of the HSE department, ensuring the successful delivery of business strategy, whilst adhering to compliance with regulations, corporate mandated policies, and procedures in Health, Safety and Environment
- Aim to ensure that the KPDL product or service quality is consistent and meets both external and internal requirements, coordinates the activities required to meet safety, health and environment standards.
- Develop, communicate and implement Project Health and Safety plans.
- Conduct HSE audits as required: investigate problematic areas and recommend practical cost effective solutions.
- Provide direction, technical guidance on Health, Safety and Environment practices and compliance requirements to all employees.
Key Roles and Responsibilities
Health and Safety Focus
- Ensure that all safety legislation is adhered to and policies and practices are adopted.
- Plan, implement, monitor and review the protective and preventative measures that companies are required or choose to follow, and work to minimize operational losses, occupational health problems, accidents and injuries.
- Assist the Board in complying with current health and safety legislation and/or regulations with the objective of ensuring that all reasonable and proper measures are taken to protect the safety and health of learners, staff and visitors
- Frame internal health and safety policies/strategies
- Establish budget proposals for the operation of the Occupational Health and Safety office and specific training programs
- Increase health and safety awareness at all levels within the organization
- Investigate and report on all serious/critical personal injury accidents occurring to staff and/or visitors to the appropriate senior official, and to assist in the investigation of all accidents/incidents that result in substantial damage to people or property
- Investigate and report on complaints of hazardous working conditions to the COO and/or other appropriate senior staff
- Monitor and conduct, as necessary, the safety inspection of any site facility
- Receive reports from and respond to orders issued by Department of Labor inspectors;
- Arrange for Occupational Health and Safety testing and/or evaluations of the workplace by external agencies/consultants as may be necessary
- Act as liaison agent with all related governmental bodies and regulating agencies
- Coordinate the training of personnel in areas of safety, including first aid, accident prevention and investigation, work place inspections and other matters related to implementing safety procedures in Board facilities
- Coordinate the company’s emergency procedures and act as the company’s emergency on-site coordinator
- Assist executive staff, senior administrators and supervisors in emergency preparedness
- Keep records of incidents and accidents and producing statistics for managers
Setting Focus
- Inspect and evaluate equipment and processes in working areas to ensure compliance with environment regulations and industry standards.
- Understand the chemicals and any/all potential safety and environmental hazards used/present at all KPDL Sites,
take steps to reduce the use of problematic chemicals and to mitigate any potential safety and environmental health hazards
- Provide strategic leadership and guidance for the Environmental Affairs and Design for the Environment, and Safety Departments including people, data, and budgetary responsibilities
- Represent the company on various nonprofit boards, government committees, and trade organizations as appropriate to support KPDL Environment strategy
- Ensure assessment and target reduction of KPDL Carbon Emissions and its Carbon Footprint, bringing in line with ISO 14001-2007.
People Focus
- Responsible for managing his/her team by enforcing HR policies and procedures
- Support staffing through interview, selection and induction
- Performance management and annual appraisals
- Coach, mentor, motivate and supervise project team members / contractors and for successful project delivery
- Identify training needs for the team
Education and Experience
- Bachelor's degree in Engineering (Civil or Construction) or Architecture or Science
- Minimum of 10 years of experience in HSE domain in minimum 2 industries (one of them preferably, real estate)
Leadership Competencies and Skills
- Excellent strategic and problem-solving skills with proven success in overcoming challenging construction environments.
- Ability to identify key contacts for follow up; excellent ability to communicate project status updates to team and cross-functionally to ensure understanding.
- Ability to drive work both independently toward the successful attainment of set goal and as part of a team to leverage input and knowledge base of others within the company in providing well-rounded and thoughtful solution sets
- Excellent leadership and planning skills; ability to effectively manage priorities to deliver results on time and under budget in a project environment that ensures teamwork, support and recognition; ability to influence and inspire action.
- Well-developed interpersonal skills are required.
