: Database, Data Migration & Cybersecurity Specialist
Scope of Work The consultant will lead data migration, database administration, cybersecurity and disaster recovery activities required for production deployment of the MIS.
Data inventory and migration baseline
- Identify and inventory relevant existing MIS databases, spreadsheets, registers, electronic files and other legacy data sources relating to the five SWD social protection programs;
- map source data to the target MIS database structure;
- establish baseline source record counts and expected migration totals;
- identify duplicate, incomplete, inconsistent and invalid records;
- agree data-cleansing, migration, exception and reconciliation protocols with SWD; and
- prepare a detailed data migration and cutover plan.
Data cleansing, transformation and migration
- Develop and/or refine ETL routines for extraction, transformation and loading;
- standardize and validate names, dates, household relationships, program identifiers, identity information and other key fields;
- implement duplicate-detection and exception-management procedures;
- load validated records initially into staging tables;
- undertake repeated migration rehearsals prior to production cutover;
- maintain auditability between original source records and migrated records;
- document and resolve migration exceptions with SWD; and
- execute the final production data migration following approval of the migration-readiness gate.
Data reconciliation and quality assurance
- Compare source and target record counts for each program and major entity;
- reconcile household, individual, beneficiary, entitlement and payment-related records;
- establish data-quality indicators and exception reports;
- conduct targeted sampling and validation with SWD program staff;
- ensure that unresolved discrepancies are documented and formally addressed; and
- prepare formal data migration and reconciliation sign-off documentation.
Database architecture, performance and administration
- Review and optimize database configuration for production operation;
- implement appropriate indexing and performance tuning;
- support database separation/isolation from externally accessible application components as agreed
- in the target architecture;
- establish secure account and privileged-access management;
- implement database change and migration version control;
- establish routine database maintenance, monitoring and capacity-management procedures; and
- prepare database administration and troubleshooting runbooks.
Cybersecurity and data protection
- Establish a cybersecurity finding and remediation register based on the previous technical assessment;
- verify remediation of critical and high-priority authentication, credential, database-access, transport-security and application-security weaknesses;
- support implementation of secure secrets and credential management;
- strengthen protection of sensitive beneficiary, identity, disability and financial information;
- review role-based access, privileged accounts and administrator access;
- support secure logging and audit-trail arrangements;
- ensure sensitive information is appropriately protected in application logs, exports and backup files;
- undertake vulnerability assessment and security verification before production deployment; and
- document residual cybersecurity risks requiring continued management after March 2027.
Backup, disaster recovery and business continuity
- Establish automated, encrypted database backup procedures;
- establish secure off-island or otherwise appropriately separated backup storage;
- establish backup retention and rotation procedures;
- conduct periodic restoration tests;
- define and test recovery procedures and recovery objectives;
- support failover/recovery exercises with Government ICT; and
- prepare an operational disaster-recovery and database-restoration runbook.
Data and cybersecurity handover
- Transfer migration scripts, database documentation, data dictionaries, reconciliation records and database administration procedures to Government ICT;
- provide hands-on database administration and security training;
- establish an access-control and credential handover register;
- support formal government acceptance of migrated data; and
- prepare the final database, data migration and cybersecurity handover package.
Detailed Tasks and/or Expected Output The consultant will, among others:
- prepare the data inventory and migration plan;
- maintain a migration and data-quality register;
- develop and execute ETL and reconciliation procedures;
- undertake multiple migration rehearsals;
- configure and optimize the production database;
- implement agreed cybersecurity remediation measures in coordination with the Software Engineer;
- maintain a cybersecurity closure register;
- establish and test backup and restoration arrangements;
- conduct production-readiness security verification;
- obtain documented data reconciliation and migration sign-off;
- train relevant SWD and Government ICT staff; and
- prepare final data, database, cybersecurity and disaster recovery documentation.
Minimum Qualification Requirements:
- At least a master's degree in computer science, information systems, database management, information security or a related field;
- At least 10 years of progressive experience in database systems, data migration, cybersecurity or related areas;
- Substantial demonstrated experience designing and implementing ETL and large-scale data migration and reconciliation processes;
- Advanced expertise in PostgreSQL or comparable enterprise relational database systems;
- Robust experience with database security, encryption, credential management, access control and audit logging;
- Demonstrated cybersecurity experience covering application, infrastructure and database environments;
- Experience implementing backup, disaster recovery and business-continuity arrangements;
- Knowledge of data governance, privacy and protection of sensitive government information;
- Experience with government beneficiary, social protection, health, education or financial data systems would be an advantage; and excellent technical documentation and communication skills in English.
