Job PurposeThe Billing Engineer will be responsible for preparing, verifying, and submitting accurate billing statements for construction work carried out at the site. They will ensure all billing is in line with contractual terms and project budgets and provide accurate quantity measurements and BOQs for review by the DGM Estimation & Billing. This role also involves coordinating with site management, procurement teams, and contractors to manage cost-effective billing operations.

Key Accountabilities

Billing Operations and Verification

- Prepare accurate and detailed bills for construction work, ensuring alignment with contractual terms and project BOQs.
- Verify the quantities of materials used and work completed on-site, ensuring that they match approved project plans and specifications.
- Submit site billing documentation to the DGM Estimation & Billing at corporate for review and further processing.
- Address any discrepancies in billing data and resolve them in coordination with the DGM Estimation & Billing

Quantity Surveying and BOQ Management

- Conduct quantity take-offs and prepare BOQs as per project specifications.
- Ensure all measurements and quantities are accurately documented and align with project designs and tender documents.
- Update and maintain records for material quantities, labour allocations, and site resources,



ensuring transparent and precise data.

Coordination and Compliance

- Coordinate with the site team, procurement, and vendors to ensure all required materials are available as per project timelines and budget.
- Ensure compliance with contractual, safety, and quality standards for all billing and site activities.
- Maintain and update relevant billing records
- Provide support during site inspections, audits, and evaluations, ensuring all billing-related documentation is readily available.

Reporting and Documentation

- Prepare daily and monthly progress reports for submission to corporate, tracking billing and site progress.
- Document and maintain an up-to-date billing register and billing-related documentation in alignment with company policies.
- Support the preparation of monthly labour and material reconciliations for corporate review, ensuring accurate project cost tracking.
- Document any deviations or modifications in work scope and prepare additional billing as required, following client approval and internal policies.

ERP and System Management

- Enter all billing data into the ERP system on a daily basis, ensuring accurate and up-to-date records of all site transactions.
- Utilize ERP for reporting project billing data, generating billing statements, and tracking project expenditures.
- Regularly update project billing information on the ERP, coordinating with corporate billing and finance teams for data consistency.

Job SpecificationsEducational QualificationsRelevant Experience Bachelor's Degree in Civil Engineering. Additional certification in Quantity Surveying, Estimation, or Construction Management will be an advantage.



712 years of experience in Billing, Estimation, Quantity Surveying, or Cost Management within the construction or real estate industry.

Experience in residential, commercial, or infrastructure projects preferred.

Fresh Engineering Trainees (GET/DET) with relevant academic exposure may also apply.

Skills and KnowledgeTechnical Skills:

Proficiency in ERP systems and billing software, with a strong understanding of billing cycles, BOQ management, and project budgeting.

Familiarity with construction standards, quality control processes, and site-specific regulations.

Skilled in AutoCAD for site planning and quantity verification, along with strong data management capabilities.

Behavioral Skills:

Detail-oriented with robust analytical skills for accurate billing management.

Effective communication skills to liaise between the site team, corporate office, and external vendors.

Ability to work independently at the site level while maintaining alignment with corporate billing objectives and timelines.

Financial & Commercial Acumen:

Understanding of project costing, budgeting, and cost tracking.

Ability to analyse billing data and identify cost-saving opportunities.

Knowledge of vendor and contractor billing processes.

Familiarity with reconciliation and financial reporting requirements.
