Position Summary
IPE Globals Social andEconomic Empowerment practice works towards building girl capital, empoweringwomen and nurturing resilient communities by creating inclusive and sustainablesolutions, including but not limited to policy development, capacity building,adaptive management, community mobilisation, behaviour change communication,deepening social safety nets, beneficiary feedback analysis, povertyassessment, and evidence-based monitoring.
She Learns is a five-year(2026-2031) project to enable 27 lakh additional girls access to vocationaleducation in schools, including on-the-job training (OJT) in market-linkedaspirational trades. We seek a strategic leader who will strengthen institutionalemployment mechanisms for school students, amplify OJT/internship opportunitiesfor girls in aspirational market-linked trades, and support the implementationof the state vocational education action plan.
The State Consultant will work closely with the State Education Department tostrengthen planning, implementation, monitoring, and data systems for schoolvocational education under Samagra Shiksha, with a focus on improving schoolcoverage, delivery quality, and data-driven decision-making. The role ensuresalignment with the state vocational skilling ecosystem and the project. Itinvolves extensive stakeholder engagement, capacity building, and programmanagement.
Key Responsibilities
Engage with the stateeducation department to implement guidelines, frameworks, and operationalmanuals on VE
Support roll-out of publicawareness initiatives in the state to improve social perception of VE and lifeskills.
Support the state departmentin organising localised career fairs in collaboration with industries and the StateSkill Mission.
Strengthen the monitoringand evaluation systems and state MIS to track student outcomes, adaptingstrategies as needed.
Build and sustain strongpartnerships with relevant state government departments and bodies to alignschool vocational initiatives with skill missions.
Develop a stakeholder engagement plan and organise regular coordinationmeetings and field visits
Organise events like meetings, roundtables, conferences in collaborationwith the concerned dept representatives
Prepare high-quality periodic progress reports, presentations, andbriefs for government reviews and steering committees.
Asjob descriptions cannot be exhaustive, the State Consultant may be required toundertake other duties broadly in line with the above tasks, as determined by seniorleadership.
Educational Background
Masters degree or higher in E ducation, SocialSciences, Public Policy, or a related field.
WorkExperience and Expertise:
At least 10 years ofexperience leading state-level programmes related to education and/or skillingand promoting student retention.
Proven experience working with government educationdepartments, skill development ministries, civil society, and communitystakeholders. Experience workingwith Samagra Shiksha or state education systems is desirable.
Strong understanding of NEP2020, NSQF, and national and state frameworks guiding vocational education inschools.
Experience in designinggender-responsive,
large-scale in-school programmes that enhance vocationalskills, employability, and life skills for adolescents.
Strong understanding of thesocio-cultural, economic, and policy factors influencing school dropout ratesand school-based vocational education, including poverty, genderdiscrimination, social norms, and systemic barriers within the educationsystem.
Deep commitment toadvancing youth empowerment, gender equality, and inclusive education, with aparticular focus on enabling girls access to in-school vocational pathways andlifelong skills.
