Position Overview The ProjectIn-chargeposted at each of the airport site location,shall serveas theTeam Leader/ Project Directorand shall be the Single Point of Contact (SPOC) for the employer, providing overall leadership, direction, coordination and governance for theProject Management Consultancy (PMC)serviceson behalf of AECOM.The position shallbe responsible forthe successful planning, execution, monitoring, control, testing,commissioningand handover of the airport development project, including Terminal Building, Airside Infrastructure, Landside Connectivity, Utilities, Ancillary Facilities and Support Infrastructure.

The Project In-Charge shall lead a multidisciplinary PMC team and act as the primary interface between the Employer, Contractors, Design Consultants, Regulatory Authorities, Stakeholders and PMC team to ensure timely, safe, cost-effective and quality delivery of the project in accordance with approved scope, budget,programme, contractual obligations and applicable aviation standards.

The Project In-Charge shallestablishand implement an effective governance framework, communication matrix, decision-making protocols, risk managementprocessesand performance monitoring systems tofacilitateproactive project delivery and informed stakeholder engagement.

Key Responsibilities

A. Overall Project Leadership

- Provide overall leadership and strategic direction for PMC services.
- Act as the singlepointaccountability for project delivery and PMC performance.
- Lead, manage and coordinate all PMC personnel,disciplinesand specialist teams.
- Ensure alignment of projectobjectiveswith Employer requirements and approved businessobjectives.
- Establish project governance framework, delegationmatrixand decision-making protocols.

B. Client Stakeholder Management

- Act as the primary interface and representative of the PMC before the Employer.
- Maintain close coordination with Contractors, Design Consultants, Authorities, UtilityAgenciesand other stakeholders.
- Lead project review meetings, steering committeemeetingsand stakeholder consultations.
- Facilitatetimelydecisions,approvalsand resolution of project issues.
- Establish and implement stakeholder engagement and communication management plans.

C. Project Planning Delivery

- Oversee preparation and implementation of integrated project execution plans.
- Direct and monitor project schedules,milestonesand workprogrammes.




- Ensure delivery of all project components includingTerminal Buildings,Runways, Taxiways and Aprons,Airfield Ground Lighting and Airside Systems,Utilities and Infrastructure Networks,Landside Access Roads and Connectivity,Car Parks and Surface Transport Facilities,Support Buildings and Ancillary Facilities,Testing, Commissioning and Operational Readiness Activities
- Ensure completion of project works within approved timelines.

D.ProgrammeProject Controls

- Establish robust project controls and monitoring mechanisms.
- Oversee schedule management, progressmeasurementand recovery planning.
- Review critical path activities and project performance indicators.
- Ensure preparation of dashboards, executivereportsand performance updates.
- Monitor productivity, resourcedeploymentand contractor performance.

E.Cost Commercial Management

- Monitor overall project budget and forecast expenditure.
- Review cost performance, variations, changeordersand claims.
- Ensure financial discipline and adherence to approved budgets.
- Recommend corrective measures to avoid cost overruns.
- Support Employer in commercial decision-making and dispute avoidance.

F. Design Interface Management

- Oversee coordination between designers,contractorsand stakeholders.
- Ensuretimelyreview,approvaland implementation of design deliverables.
- Manage multidisciplinary interfaces and integration of all project components.
- Ensure constructability, operability and maintainability considerations are addressed.

G. Quality Assurance Quality Control

- Establish project-wide QA/QC framework and quality systems.
- Monitor implementation of inspection and testingprogrammes.
- Conduct management reviews,auditsand quality assessments.
- Ensure compliance with project specifications,standardsand contract requirements.
- Drive continuous improvement and quality excellence.

H. Safety, Health Environment

- Provide leadership for projectsafetyculture and compliance.
- Ensure implementation of HSE management systems and safetyprogrammes.
- Monitor contractor safety performance and regulatory compliance.
- Lead investigations of significant incidents and implementation of corrective actions.
- Promote a zero-harm environment across the project.

I. Risk Management

- Establish project risk management framework.
- Identifystrategic, technical, commercial, interface,approvaland construction risks.
- Maintain project risk registers and mitigation plans.
- Escalate critical risks to the Employerin a timely manner.
- Recommend mitigation and recovery strategies to protect projectobjectives.

J. Governance Reporting

- Develop project governance structure and reporting protocols.
- Establish communication matrix and escalation mechanisms.
- Ensuretimelyreporting on schedule, cost, quality,safetyand risk.
- Present project status, key issues and recommendations to senior management and the Employer.
- Maintain complete project records and documentation.

Testing, Commissioning Handover

- Oversee testing,commissioningand operational readiness activities.
- Ensuretimelyclosure of punch lists and deficiencies.
- Coordinate handover of facilities to operations teams.
- Ensure completion of as-built documentation, OMmanualsand close-out requirements.

Key Competencies

- PMP, PRINCE2 or equivalent Project Management Certification preferred.
- Proven leadership in managing large, multidisciplinary teams across complexbrownfieldairport and infrastructure projects.
- Strongexpertisein airport project delivery, operational readiness, testing, commissioning, and handover.
- Comprehensive understanding of airport development, operational interfaces, statutory approvals, and regulatory requirements, particularly within brownfield operational airport environments.
- Proficiencyin advanced project management and digital delivery platforms, including Primavera, MS Project, BIM, digital dashboards, and project analytics tools.
- Excellent communication, presentation, negotiation, and stakeholder engagement skills.
- Strong analytical, problem-solving, risk management, and decision-making capabilities.
- Expertisein executive reporting, digital innovation, data-driven decision-making, advanced risk assessment, scenario analysis, and development of alternative mitigation and recovery strategies.
- Robust governance, leadership, and decision facilitation skills, with the ability toestablisheffective communication, escalation, and accountability frameworks.
- Demonstrated ability to build collaborative relationships and effectively manage clients, contractors, consultants, regulatory agencies, and diverse stakeholder groups.
- Ability to perform effectively under demanding schedules, manage competing priorities, drivetimelydecisions, and successfully deliver projectobjectiveswithin challengingprogramme, budget, quality, safety, and operational constraints.

Qualifications

- Bachelors degree inCivilEngineeringorConstruction Managementorrelateddiscipline.
- Mastersdegree in project management or construction managementor infrastructure managementis preferred.
- Overall20-25yearsofprofessionalexperience inplanning, design, project management, constructionmanagementorsuccessfuldelivery oflarge-scale infrastructure projects.
- Minimum15yearsof professional experienceinaviationsectorleading projects involvingconstruction/ modification/ renovation/ expansionofpassengerterminalbuilding,airside infrastructure,utilities, support facilities, and associateddevelopments.
- Experience as Project Director / Project Head / Team Leader in at least two airport development projects ofsignificantscale involving multidisciplinary stakeholder management.
- Demonstrated experience in managing contractors, designconsultantsand multidiscipline engineering teams.
- Sound knowledge of airport development processes, contract administration, project controls, regulatory approvals, airportoperationsand aviation standards.
