Position Overview The Package Manager (Passenger Terminal Building - PTB)shallreport to the ProjectInchargeandserveas the PMC lead forassigned PTB andassociated supporting infrastructure package. The roleshallbe responsible forplanning,designcoordination,construction supervision, interface management,monitoring,testing commissioning and handing over ofassignedpackage includingassociated architectural, structural, MEP, airport systems, fit-out works and interfacing airside,landsideand utility infrastructure.

The Package Manager shall act as the single point of accountability for delivery of the assigned package, ensuring completion within approved schedule, budget, quality,safetyand operational requirements. The role requires close coordination with the Employer, Contractors, Design Consultants, Airport Operations, RegulatoryAuthoritiesand other stakeholders to ensure seamless integrationand successful projectdelivery within an operational airport workplace.

Key Responsibilities

Project Delivery Construction Management

- Lead and manage delivery of the Passenger Terminal Building Package from construction through testing,commissioningand handover.
- Provide overall leadership for site construction activities and ensure achievement of package milestones and projectobjectives.
- Monitor contractor performance against schedule, quality, safety,costand contractual requirements.
- Identify constraints and implement mitigation and recovery measures to maintain project progress.
- Ensure successful delivery within approvedprogramme,budgetand quality standards.

- Interface Stakeholder Management
- Act as PMC''s focal point for all matters relating to the assigned PTB Package.




- Manage interfaces between terminal building works and associated airside, landside, utility, operational and support infrastructure.
- Coordinate closely with Airport Operations, Contractors, Designers,Authoritiesand other Package Managers.
- Ensure construction activities are planned and executed with minimal disruption to airport operations, passenger services,safetyand security.

Design Technical Management

- Review and coordinate design deliverables, shop drawings, technical submissions, materialapprovalsand method statements.
- Manage multidisciplinary interfaces involving civil, structural, architectural,MEPand airport operational systems.
- Resolve technical issues and support value engineering and constructability reviews.
- Ensure compliance with applicable codes, standards, regulatory requirements and Employer requirements.

- Project Controls Commercial Management
- Monitor package schedules, progress,forecastsand key performance indicators.
- Review contractor workprogrammes, resourcedeploymentand recovery plans.
- Supportevaluation of variations, claims, extensions of time and change requests.
- Assistinidentifyingcommercial risks and implementing mitigation measures.
- Quality, Safety Risk Management
- Ensure implementation of approved QA/QC procedures and inspectionprogrammes.
- Monitor compliance with project specifications, contractualrequirementsand aviation standards.
- Promote and enforce project safety requirements and HSE compliance.
- Identify,assessand manage package-level risks andmaintainmitigation and recovery plans.
- Escalate critical risks and issues to the Project Director with recommended corrective actions.

Testing, Commissioning Handover

- Lead testing, commissioning, systemsintegrationand operational readiness activities.
- Ensuretimelyclosure of punch list items,deficienciesand non-conformities.
- Coordinate preparation of as-built drawings, OMmanualsand handover documentation.
- Support smooth transition of facilities to operations and maintenance teams.

Key Competencies

- Proven leadership in delivering large and complex Passenger Terminal Building packages and managing multidisciplinary project teams.
- Strongexpertisein terminal building construction, fit-outs,



airport systems integration, testing,commissioningand operational readiness.
- Comprehensive understanding of airport development, passenger processing facilities, operationalinterfacesand brownfield airport project challenges.
- Strong knowledge of civil, structural, architectural, MEP,utilityand airport operational systems.
- Demonstrated capability in managing complex interfaces between terminal buildings, airside,landsideand utility infrastructure.
- Proficiencyin Primavera, MS Project, BIM, digital project controls,dashboardsand project analytics platforms.
- Strong analytical, problem-solving, riskassessmentand decision-making capabilities.
- Experience in digital project delivery, innovation, data-driven decision-making, advanced risk assessment and development of mitigation and recovery strategies.
- Excellent communication, presentation,negotiationand stakeholder management skills.
- Strong governance,coordinationand issue-resolution capabilities in multi-stakeholder project environments.
- Demonstrated ability to perform effectively under demanding schedules, manage competing priorities, drivetimelydecisionsand successfully deliver packageobjectiveswithinprogramme, budget, quality,safetyand operational constraints.

Qualifications

- Bachelors degree in civil engineering/construction management, or related discipline
- Mastersdegree in construction management/project management ispreferable.
- PMP, PRINCE2, or equivalent project management certification preferred.
- Overall15 -20years of experience inplanning, design, project management, construction management or successful delivery oflarge-scaleinfrastructureprojects, commercial building, or airport projects.
- Minimum10years of experience in managingprojects involvingpassengerterminal buildingandsimilar aviation projects.
- Proven experience in managing multidisciplinary construction packages involving civil, architectural, structural, MEP, airportsystemsand utility infrastructure.
- Experience in PMC, EPC, Design-Build or Client-side project management environments.
- Experience in at least one Greenfield or Brownfield airport projectofminimum 10 MPPA capacity involving terminal, airside or major airport infrastructure workspreferred.
