Hindustan Latex Family Planning Promotion Trust (HLFPPT) is a not-for-profit organization of Indian Origin, promoted by HLL life care Ltd, a Mini Ratna Public Sector Undertaking (GoI) committed to provide innovative, affordable and sustainable health solutions since 1992. HLFPPT has been actively involved in supporting Ministry of Health and Family Welfare, GOI, efforts by providing complete health solutions with quality which is very much stated in the vision statement of the organization “touching lives of people with quality care, compassion”. HLFPPT has vast experience in program implementation at all level by establishing liaison with Central and state government and other implementing bilateral partners and stakeholders.

About Project:

The Global Fund Grant-TB (SSHAKTI).

India has been engaged in TB control activities for more than 50 years, yet it continues to be India’s severe health crisis. TB kills an estimated 480000 Indians every year and more than 1400 every day. The overall TB case notification in 2019 for India stood close to 24 lakhs. In 2023, it was significantly enhanced to more than 25 lakhs case notifications. This showed how the country successfully surpassed pre-COVID levels of notification numbers and it’s steaming ahead to reach the goal.

National TB Elimination Programme (NTEP) continues to innovate and implement newer strategies but the true spirit of community participation is going to be pivotal in making India TB free. National Strategic Plan for TB elimination (NSP) 2017-25 proposes bold strategies with commensurate resources to rapidly decline the burden of TB, mortality and morbidity with an aim to eliminate TB in India by 2025.

Hindustan Latex Family Planning Promotion Trust (HLFPPT) will be implementing Project SSHAKTI (Strengthening and strategizing HIV/AIDS and TB initiative) with the support of The Global fund to fight AIDS, Tuberculosis and Malaria (The Global Fund) and under guidance of Central TB division (CTD) in different states of India. We are supporting NTEP in conducting ;a) Active Case Finding among Key Vulnerable Population and Jail inmates, b)Enabling early case diagnosis by engaging AYUSH and Informal Providers, c) Empowering community by providing skill development training to TB survivors, d) Strengthening sample collection & transportation at service delivery level, e) Scaling up Upfront NAAT testing for Paediatric TB and EP-TB Specimen, f) Strengthening DRTB patient management system in Private Sector, and g)



Engagement of corporate hospitals and labs to streamline public health actions.

HLFPPT is looking for a energetic State Program Manager to be part of its national PMU team in Delhi.

Job Title: State Program Manager.

Job Specification/ Responsibilities:

Provide overall guidance in implementation the project in line with strategies defined.

Work as a nodal person at State for all components of the project

Support team in planning and execution of mentioned activity

Ensure Half yearly vulnerability mapping is completed and shared with state

Ensure data is being reported daily in NIKSHAY

Support team in managing community engagement

Ensure event dates are planned in coordination with NTEP so that diagnostic services are aligned

Monthly review is done with district teams

Prepare and present in review meetings

Support in organizing state level AYUSH and Informal providers meetings

Ensure identified potential providers are mapped in NIKSHAY

Ensure Referral linkages are established

Ensure identified beneficiaries are linked with skill development course and completed the training

Monitor hub and spoke identification process for DR TB care and its functioning

Monitor labs upgradation process being done for providing diagnostic services for EP TB and Paediatric samples testing for TB

Support field team working on sample transportation using barcoding to get in printed from STC

Ensure these barcodes are reaching to respective districts and being used

Support NTEP in forecasting and procurement of consumables

Supervise field operations at grass-root level

Submit reports to states an PMU on time

Other task which may assigned by the reporting manager.

Qualification & Experience: MBA / MPH / AYUSH or Equivalent with 5 years of experience in relevant field.

Job Specification/ Responsibilities:

Support district in finalization of target geography.

Conduct Vulnerability mapping at quarterly interval

Submit mapping report to state on a regularly basis.

Support in selection of Community Supervisor and Community volunteer

Assess supplies required for implementation of activities

Supervise district level implementation of all activities

Ensure daily report is being submitted in time in case activity happening

Support district in assessing supplies and forecasting of requirements

Support district in procurement

Ensure samples are transported to designated labs

Conduct service and supply mapping before every activity

Ensure health camps are organized as per plan

Support community level team in developing micro plan for all activities

Prepare stakeholder analysis and conduct risk mitigation measure as per instruction of state program manager

Prepare monthly, quarterly reports and share with district and state

Ensure compilation of all report and prepare an analytical summary for action.

Other task which may assigned by the reporting manager.

Qualification & Experience: Bachelor's degree in any stream or a related field with 3 years of experience in relevant field.
