Key Responsibilities
1. Post-Contract Cost Management
- Manage cost and commercial activities from contract award through project completion.
- Monitor project expenditure against approved budgets and contract values.
- Prepare and maintain detailed cost reports and cost forecasts.
- Track committed, actual and forecast project costs.
- Identify potential cost overruns and recommend corrective actions.
2. Quantity Measurement & Valuation
- Review and verify contractor measurements, quantities and interim payment applications.
- Certify / support interim payment valuations in accordance with contract terms.
- Review BOQs, quantities and rates against executed works.
- Ensure accurate measurement and valuation of civil works.
3. Variation & Change Management
- Identify, evaluate and manage variations / change orders.
- Assess the commercial impact of design and scope changes.
- Review contractor variation submissions, rates and supporting documentation.
- Maintain variation and change-control registers.
- Negotiate and recommend appropriate commercial settlements.
4. Claims & Commercial Management
- Review contractor claims related to variations, delays, extensions of time, loss & expense and additional costs.
- Analyse contractual entitlement and financial impact.
- Coordinate with Project Management, Planning and Contracts teams on claims.
- Support resolution of commercial disputes and negotiations.

Cost Reporting & Forecasting
- Prepare monthly cost reports, cash-flow forecasts and cost-to-complete reports.
- Track project budget, committed costs, variations and forecast final cost.
- Provide management with explicit visibility of commercial risks and opportunities.
- Highlight cost trends and potential financial exposure.
6. Contract Administration
- Review contract conditions, BOQ, specifications and commercial provisions.
- Ensure commercial activities are carried out in line with contractual requirements.
- Support contract correspondence and commercial documentation.
- Coordinate with Legal / Contracts teams wherever required.
7. Procurement & Subcontract Management
- Review subcontractor / contractor commercial proposals.
- Support procurement and commercial evaluation of packages.
- Review subcontractor payments, variations and final accounts.
- Ensure commercial alignment between main contract and subcontract packages.
8. Final Account & Project Close-Out
- Lead / support preparation and settlement of final accounts.
- Reconcile contract value, variations, payments and outstanding claims.
- Ensure all commercial documentation is completed before project close-out.
- Support commercial handover and lessons-learned activities.
