Responsibilities
- The consultant will support in strengthening ecosystem partnerships for youth livelihoods including wage employment, self-employment and entrepreneurship, for enabling sustainable opportunities for young people at scale. This will involve driving government engagement for the continued scale-up of YuWaah-supported livelihood models, along with managing identification and partnership-building for other new scalable wage employment, self-employment and entrepreneurship models, largely with government but also with other stakeholders, for their scale-up and sustainability. The role will also involve development of an outcome-based financing (OBF)/pay-by-results approach and facilitating related partnerships to strengthen livelihood outcomes within government systems in select states as well as at the center.
Minimum requirements
- Education: Master`s university degree in Public Policy, Economics, Rural Development,
International Development or related field
- Work Experience: Minimum 10 years of experience in livelihoods/rural development programs, with at least 5 years of leadership and consulting experience in government partnerships or policy engagement.
Skills
- Experience of working with central and/or state government entities such as MoRD, NRLM/SRLMs, MSDE etc.
- Experience managing large scale rural development/livelihood programs involving multiple partners and agencies.
- Knowledge of outcome-based financing approaches in the context of skilling/livelihood or other social development programs will be an advantage.
Language Requirements
Fluency in English required.
Desirables
- Experience working with multilateral/bilateral institutions on government-facing programs will be an advantage.
- Experience developing large scale rural development/livelihood program proposals, budgets, project plans, and advocacy pitches/notes.
