ASSISTANT MANAGER – SAFETY

EHS MANAGED SERVICES & PROFESSIONAL DEPLOYMENT

Experience: 5–10 Years

Reporting To: Smartedge Practice Head – Safety / EHS

Functional Coordination: Client Management / Project Management / EHS Head

2. POSITION PURPOSE The Assistant Manager – Safety will be deployed at a Smartedge client location and will be responsible for supporting and managing day-to-day Safety / EHS activities on behalf of the client while maintaining professional accountability to Smartedge.

The position is responsible for ensuring effective implementation of the client's safety requirements, identifying and controlling workplace risks, monitoring statutory and operational compliance, managing contractors, conducting inspections and audits, investigating incidents and driving continual improvement.

The professional will act as a Smartedge-deployed EHS representative and is expected to demonstrate strong technical competence, professional discipline, communication skills and client-management capability.

3. KEY ROLE RESPONSIBILITIES

A. CLIENT EHS FUNCTION MANAGEMENT

- Manage day-to-day safety activities at the assigned client/project location.
- Understand the client's business, operations, hazards and EHS requirements.
- Implement the client's EHS policies, procedures, standards and programs.
- Provide professional safety advice to site/project management.
- Identify safety risks and recommend practical risk-control measures.
- Coordinate with Operations, Engineering, Maintenance, HR, Administration and other departments.
- Ensure safety requirements are integrated into routine operational activities.
- Escalate critical and unacceptable risks to the appropriate management level.
- Represent Smartedge professionally at the client location.

4. HAZARD IDENTIFICATION & RISK MANAGEMENT

- Conduct workplace inspections and identify unsafe acts and unsafe conditions.
- Conduct and review HIRA, JSA/JHA and task-level risk assessments.
- Recommend corrective and preventive controls based on the hierarchy of controls.
- Monitor implementation of identified controls.
- Review risk assessments whenever there are changes in process, equipment, material, manpower or work conditions.
- Identify high-risk activities and ensure appropriate controls are implemented.




- Support departments in developing safe operating practices.

5. PERMIT-TO-WORK & HIGH-RISK ACTIVITIES Monitor compliance for high-risk activities including, as applicable:

- Work at Height
- Hot Work
- Confined Space Entry
- Electrical Work
- Lifting & Rigging
- Excavation
- Scaffolding
- Machinery Safety
- Lockout/Tagout (LOTO)
- Chemical Handling
- Maintenance Activities
- Construction Activities

Ensure appropriate Permit-to-Work, JSA and control measures are implemented before commencement of high-risk work. 6. CONTRACTOR & WORKFORCE SAFETY

- Monitor contractor/subcontractor safety performance.
- Conduct contractor safety induction.
- Verify safety competency and required documentation of contractor personnel.
- Conduct toolbox talks and safety briefings.
- Monitor PPE compliance.
- Conduct contractor workplace inspections.
- Identify contractor safety violations and initiate corrective action.
- Maintain contractor safety performance records.
- Support periodic contractor safety performance evaluation.
- Promote a common safety standard across employees, contractors and visitors.

7. INCIDENT / ACCIDENT MANAGEMENT

- Ensure timely reporting of incidents, accidents and near misses.
- Participate in incident investigation.
- Conduct root-cause analysis using appropriate investigation techniques.
- Prepare skilled incident investigation reports.
- Recommend corrective and preventive actions.
- Monitor implementation and effectiveness of CAPA.
- Analyse trends and recurring incidents.
- Promote near-miss and unsafe-condition reporting.
- Ensure lessons learned are communicated to relevant personnel.

8. SAFETY INSPECTIONS & AUDITS

Plan and conduct

- Daily/weekly workplace safety inspections
- Monthly safety inspections
- Contractor safety inspections
- Fire and emergency inspections
- PPE inspections
- Equipment and machinery safety inspections
- Work-at-height inspections
- Electrical safety inspections
- Behavioural safety observations
- Internal EHS audits
- Compliance assessments

Prepare reports and ensure timely closure of identified observations and non-conformities. 9. LEGAL & REGULATORY COMPLIANCE

- Support identification and monitoring of applicable EHS statutory requirements.
- Maintain required safety registers, records and documentation.
- Monitor compliance with applicable occupational safety and labour requirements.
- Support statutory inspections and regulatory visits.
- Track statutory observations and compliance actions.
- Escalate potential legal non-compliances to client management and Smartedge.
- Support maintenance of the client's legal compliance documentation.

10. EMERGENCY PREPAREDNESS & RESPONSE

- Support implementation of the Emergency Preparedness & Response Plan.
- Participate in emergency response planning.
- Organise/coordinate mock drills.
- Monitor emergency exits, fire protection systems and emergency equipment.
- Conduct emergency response awareness programs.
- Support investigation and reporting of emergency situations.
- Ensure corrective actions arising from mock drills are implemented.

Maintain training calendars, attendance and competency records. 12. EHS DOCUMENTATION & REPORTING

Maintain accurate and up-to-date:

- Safety inspection reports
- HIRA / Risk Assessment
- JSA/JHA
- PTW records
- Incident/near-miss reports
- CAPA tracker
- Training records
- Contractor safety records
- PPE records
- Emergency drill records
- Safety observation records
- Audit reports
- Monthly EHS performance reports

Prepare periodic reports for: Client Management + Smartedge EHS Management

13. SMARTEDGE REPORTING & GOVERNANCE

As a Smartedge-deployed professional, the Assistant Manager – Safety will have a dual responsibility:

Client Responsibility

Deliver the agreed EHS services and ensure effective implementation of the client's safety requirements.

Smartedge Responsibility

Maintain professional reporting, performance discipline and compliance with Smartedge's EHS Managed Services methodology.

The professional shall

- Submit periodic reports to Smartedge.
- Participate in Smartedge review meetings.
- Share significant EHS risks and incidents with Smartedge.
- Maintain Smartedge-required documentation and records.
- Participate in Smartedge training and competency development programs.
- Support Smartedge audits and quality reviews.
- Follow Smartedge professional conduct and reporting requirements.

14. CLIENT RELATIONSHIP & PROFESSIONAL CONDUCT The Assistant Manager – Safety is expected to:

- Maintain professional relationships with client stakeholders.
- Communicate safety requirements firmly but respectfully.
- Demonstrate confidence while dealing with contractors and site personnel.
- Handle safety disagreements professionally.
- Maintain confidentiality of client information.
- Demonstrate integrity and ethical conduct.
- Never compromise on critical safety requirements.
- Escalate serious risks without delay.

The professional must understand that client satisfaction is important, but safety integrity cannot be compromised for client convenience. 15. QUALIFICATION

Essential

- Diploma / Bachelor's Degree in Engineering or relevant technical discipline.
- Diploma / Degree in Industrial Safety / Occupational Health & Safety preferred.
- Recognised safety qualification from an appropriate institution.

Preferred Certifications

- NEBOSH IGC
- IOSH
- ISO 45001 Internal Auditor / Lead Auditor
- First Aid
- Fire & Emergency Safety
- Construction Safety / Process Safety, as applicable

16. EXPERIENCE 5–10 years of relevant Safety / EHS experience.

Experience preferred in one or more of the following:

- Manufacturing

- Facilities / Commercial Projects
