Key Responsibilities:
- Develop project execution strategies, feasibility studies, schedules, budgets, resource plans, and construction methodologies.
- Manage contractors, consultants, subcontractors, and suppliers for cross-country raw water transmission pipelines and pump station works.
- Coordinate design, constructability reviews, value engineering, hydraulic studies, surge analysis, pipeline profiles, and multidisciplinary interfaces.
- Manage procurement of major materials and equipment, including HDPE/DI pipes, valves, pumps, MCCs, electrical and instrumentation systems.
- Coordinate statutory approvals, permits, utility interfaces, and road, highway, railway, and canal crossings, including HDD works.
- Coordinate civil, structural, mechanical, electrical, instrumentation, control, pre-commissioning, and commissioning activities.
- Develop scope matrices and micro-planning to achieve project objectives within Safety, Time, Quality, and Cost (STQC) requirements.
- Manage construction resources, materials, equipment, and services to ensure timely project execution.
- Ensure compliance with HSE, QA/QC, inspection, testing, welding/jointing, material certification, and commissioning requirements.
- Monitor construction progress, budgets, schedules, and contractor performance through regular coordination and progress meetings.
- Lead safe execution of critical activities including excavation, trenching, HDD, lifting, road/rail crossings,
electrical works, and pump station construction.
- Act as the key interface between the Owner, contractors, consultants, suppliers, and government authorities.
- Lead pressure testing, flushing, disinfection, pump testing, electrical/instrumentation testing, performance testing, and final commissioning.
- Ensure closure of punch lists, as-built drawings, O&M; manuals, test records, training, and final project handover.
Qualifications & Experience
- Bachelor's degree in civil / mechanical engineering
- 15–20+ years of construction experience, with substantial 3-5 projects experience in cross-country pipeline construction.
- Fluent read, written and spoken English and Tamil will be added advantage.
- Proven experience managing large, complex pipeline projects involving multiple construction spreads and geographically dispersed work fronts.
- Strong knowledge of pipeline construction methodologies, welding, NDT, coatings, hydrotesting, Horizontal Directional Drilling (HDD) for HDPE and ductile iron pipeline commissioning.
- Experience with water pipeline, road, rail, river and utility crossings is highly desirable.
- Solid understanding of project controls, contracts, cost management and construction planning.
- Experience in managing EPC contractors and subcontractors.
- Strong leadership, communication, negotiation and stakeholder-management skills.
