Job Description:
Job Title: Executive / Sr. Executive – Government Tenders & Bid Management
Experience: 3–8 Years
Location: Delhi NCR
Pay: 4-7 LPA
Number of Positions: 2–3
About the Role
We are looking for experienced professionals to manage end-to-end Government Tendering and Bid Management activities for IT Infrastructure, Cybersecurity, Data Center, Cloud, Networking, Managed Services, and Digital Transformation projects. The candidate should have hands-on experience in handling Government and PSU tenders, GeM Portal operations, bid submissions, compliance management, and coordination with OEMs, partners, and internal stakeholders.
Key Responsibilities
- Track and identify relevant tender opportunities from GeM, CPPP, NICSI, RailTel, BEL, State e-Procurement Portals, and other Government procurement platforms.
- Analyze RFPs, RFQs, EOIs, corrigendums, and tender documents to assess eligibility criteria, scope of work, technical requirements, risks, and commercial viability.
- Coordinate with internal stakeholders including Sales, Presales, Technical, Finance, Legal, Delivery teams, and OEM partners for timely bid submission.
- Prepare pre-qualification (PQ) responses and maintain a repository of company credentials, project references, certifications, and standard bid documents.
- Liaise with OEMs, technology partners, and service providers to obtain authorizations, quotations, technical specifications, compliance documents, and other bid-related inputs.
- Prepare and manage end-to-end bid documentation, including technical proposals, commercial bids, BOQs, compliance matrices, declarations, certificates, and supporting documents.
- Review commercial terms and conditions, including payment terms, EMD, PBG, LD clauses, contractual obligations,
and associated business risks.
- Coordinate with Finance and Accounts teams for obtaining Tender Fees, EMDs, Bid Security Declarations, Bank Guarantees, Performance Bank Guarantees (PBGs), and other financial instruments.
- Participate in pre-bid meetings, prepare clarification requests, and track responses and corrigenda issued by the tendering authority.
- Conduct detailed compliance reviews to ensure bids are complete, accurate, and fully compliant with tender requirements.
- Ensure adherence to tender eligibility criteria, statutory requirements, procurement policies, and submission guidelines.
- Manage online bid submissions across various procurement portals and ensure timely submission within prescribed deadlines.
- Manage the complete bid lifecycle from opportunity identification, bid preparation, submission, evaluation, clarifications, reverse auctions, and negotiations through award and contract execution.
- Support contract finalization, work order processing, and customer onboarding activities post-award.
- Maintain bid repositories, tender trackers, and documentation databases, ensuring timely renewal of company registrations, certifications, and statutory documents required for tender participation.
- Support management with bid status reports, opportunity pipeline tracking, MIS reporting, and win/loss analysis.
Mandatory Skills
- Minimum 3 years of experience in Government Tendering and Bid Management.

- Excellent documentation and proposal-writing skills.
- Robust knowledge of Microsoft Excel, Word, and PowerPoint.

Educational Qualification
- Graduate in any discipline
- MBA (Marketing / Operations) preferred but not mandatory

Pay: ₹400,000.00 - ₹700,000.00 per year
