Job Purpose
The Land Acquisition Officer will be responsible for the end-to-end identification, due diligence, acquisition, aggregation, leasing, sale/lease agreement execution, Non-Agricultural (NA) conversion, and documentation of land required for renewable energy projects, including solar, wind, hybrid projects, substations, transmission lines, and associated infrastructure across Karnataka, Telangana, and Andhra Pradesh. The role will involve close coordination with landowners, government authorities, local stakeholders, consultants, legal teams, and internal project development teams to ensure the timely availability of land in accordance with project requirements and applicable legal and regulatory frameworks.
The Land Acquisition Officer will also be responsible for proactively monitoring changes in land, revenue, and other relevant regulatory requirements, coordinating and securing all necessary licenses, approvals, NOCs, permissions, and permits within the required timelines, and serving as a key liaison between the company and relevant government and regulatory authorities.
The role will further ensure that all land-related activities are carried out in a transparent, ethical, and fair manner, while maintaining compliance with applicable laws, regulatory requirements, company policies, project-specific procedures, and social safeguard standards.
Key Responsibilities
A. Land Acquisition & Documentation
- Coordinate the identification, verification, and acquisition of land required for the project.
- Conduct land ownership and title verification in coordination with legal and revenue teams.
- Liaise with landowners, government authorities, revenue officials, local bodies, and other stakeholders.
- Support negotiations with landowners regarding purchase, lease, easement, right-of-way, or other land arrangements.
- Maintain accurate records of land parcels, ownership details, agreements, compensation, and acquisition status.
- Coordinate execution and registration of land-related agreements and documents.
- Track land acquisition milestones and provide regular progress reports to project management.
- Identify potential land-related risks and recommend appropriate mitigation measures.
B. Acquisition & Statutory Coordination
- Identify and establish contact with landowners and local representatives. Negotiate sale, lease, license, right-of-way (RoW), easement, and other land arrangements
- Coordinate execution and registration of land sale/lease agreements and related documentation.
Maintain landowner-wise records covering negotiations, commercial terms, documentation status, payments, and pending issues.
- Ensure acquisition/lease activities are conducted ethically and in accordance with company policies and applicable laws.
- Liaise with Revenue, Registration, District Administration, local authorities, Panchayats, and other government departments. Obtain and coordinate required land-related permissions, NOCs, conversions, mutations, and other statutory approvals.
- Coordinate with authorities regarding government land, assigned land, forest land, grazing land, and other restricted categories where applicable.
C. Project Development & ROW
- Establish and maintain effective relationships with key government and regulatory authorities at district, state, and local levels.
- Develop and maintain land aggregation plans to meet project MW-wise land requirements.
- Track parcel-level progress from identification through final registration/lease execution.
- Coordinate with the survey, engineering, legal, finance, transmission, and project development teams.
- Support identification and resolution of gaps between technical layouts and available land.
- Ensure land is made available in accordance with project development milestones.Facilitate resolution of land-related regulatory, administrative, and procedural issues.
- Support senior management in government engagement on critical project matters.
- Maintain a strong understanding of applicable land and revenue procedures in Karnataka, Telangana, and Andhra Pradesh.
- Maintain comprehensive land records and transaction documentation.
- Prepare land schedules, parcel-wise trackers, acquisition status reports, GIS/KML-based land records, and management MIS.
- Maintain records of agreements, registration documents, payment status, possession status, and pending legal/statutory matters.
- Provide regular updates on land acquisition progress, risks, and critical bottlenecks.
- Handling ROW activities in areas like Transmission line, Boundary, construction area, resolve critical bottlenecks affecting project schedules.
2. Coordination
- Work closely with Legal, Project Development, Engineering, Construction, Finance,
CSR/ESG, and HSE teams.
- Coordinate with external consultants, surveyors, valuers, legal representatives, and government officials.
- Provide field-level support during surveys, negotiations, public consultations, and project implementation.
- Assist management in resolving land-related disputes and preventing escalation.
3. Key Deliverables / KPIs
- Timely acquisition/lease of required project land.
- Accuracy and completeness of land and ownership records.
- Timely execution and registration of land agreements.
- Percentage of grievances resolved within prescribed timelines.
- Reduction in recurring or escalated grievances.
- Timely and accurate stakeholder engagement records.
- Compliance with applicable land acquisition and social safeguard requirements.
- Quality and timeliness of land acquisition and grievance reports.
Requirements
Qualification & Experience
- Bachelor's degree in any discipline, Rural Development, Social Sciences, Sociology, Public Administration, or a related field. Candidates with a legal background and strong practical experience in land acquisition will be preferred.
- Experience - 5–10 years of relevant experience in land acquisition, land aggregation, real estate, infrastructure, power, transmission, or renewable energy. energy (solar, wind, or hybrid projects)
- Minimum 5 years of experience in a managerial/senior managerial role with responsibility for land acquisition or project development.
- Strong experience in large-scale land aggregation for solar, wind, hybrid, BESS, transmission, or other infrastructure projects.
- Demonstrated experience in landowner negotiations, government liaison, land due diligence, NA conversion, statutory approvals, and land documentation.
- Strong working knowledge of land and revenue procedures in Karnataka, Telangana, and/or Andhra Pradesh is highly preferred.
