About the Role:

We are looking for an experienced Manager – Management Consulting (Procurement & Tendering)

to support the implementation of a consultancy assignment with Meghalaya Energy Corporation

Limited (MeECL) and Meghalaya Power Distribution Corporation Limited (MePDCL).

The role involves supporting procurement and tendering activities for utility projects, ensuring compliance with procurement procedures, facilitating bid management, vendor coordination, contract finalization, and monitoring procurement-related project deliverables.

Detailed expectations from the role:

The Manager shall be responsible for providing strategic and operational consulting support on procurement and tendering functions. Key responsibilities include:

- Procurement &Tendering; Support
- Provide day-to-day support to MeECL and MePDCL on procurement and tendering activities.
- Prepare Request for Proposals (RFPs) for procurement of materials and services as per client
- requirements.
- Ensure procurement activities are carried out in accordance with applicable procurement
- guidelines and client procedures.
- Vendor Identification & Bid Management
- Identify and facilitate the selection of suitable vendors in line with MeECL procurement processes.
- Support release of RFPs and tender documents.
- Coordinate pre-bid meetings and manage clarifications with prospective bidders.
- Facilitate all procurement activities through to contract award.
- Bid Evaluation
- Review technical and commercial bids.
- Prepare comparative statements, bid evaluation reports, and recommendations for tender
- finalization.
- Support evaluation committees during the bid assessment process.
- MIS & Reporting
- Prepare, review, and validate MIS reports, dashboards, progress reports, and periodic
- submissions.
- Maintain procurement documentation and ensure timely reporting to the Client.




- Ensure quality and accuracy of reports, presentations, and Minutes of Meetings (MoMs).
- Stakeholder Coordination
- Coordinate with DISCOM officials, contractors, vendors, and internal consulting teams.
- Monitor procurement milestones and facilitate timely resolution of issues.
- Support implementation follow-up and ensure adherence to project timelines.

Additional Responsibilities:

- Support any other procurement and tendering activities assigned by the Client.
- Contribute to process improvement initiatives and procurement best practices within the project.

Required skill set:

- Robust understanding of procurement and tendering processes in the Power Distribution Sector.
- Experience in preparation of RFPs, bid evaluation, vendor selection, and contract award
- processes.
- Knowledge of public procurement procedures and utility procurement practices.
- Strong analytical, documentation, and report-writing skills.
- Excellent stakeholder management and communication abilities.
- Proficiency in MS Excel, PowerPoint, and MS Office applications.
- Ability to manage multiple consulting assignments simultaneously.
- Experience working with State DISCOMs, Government Utilities, or Power Sector Consulting
- organizations will be preferred.
- Working experience of ERP-MM Module & Digital Procurement

Education and Experience:

- B.E. / B. Tech or MBA (Preferred).
- 5+ Years’ experience in Procurement, Tendering & Contracts Management in a Power Utility/ Discom company or Power utility consultancy company.

Location:

- Shillong, Meghalaya.
- The role will involve regular interaction with utility officials and may require field visits within
- Meghalaya based on project requirements.
