Role OverviewWe are looking for a senior and well-networked professional to lead Government Business Development for our Events & Experiential division.

The role will focus on identifying and developing business opportunities across Central Government, State Governments, PSUs, Government Bodies, Tourism Boards, Authorities and other public-sector institutions.

The ideal candidate should have strong experience in the events, exhibitions, experiential, tourism, cultural or allied industry, with a proven understanding of how government projects are initiated, tendered, pitched, awarded and executed.

This is not merely a tender-submission role. We are looking for someone who can build relationships, identify opportunities at an early stage, understand the right channels and stakeholders, and strategically drive opportunities from lead identification through bidding and award.

Key Responsibilities

- Build and maintain strong professional relationships with relevant Central and State Government departments, ministries, PSUs, tourism boards, authorities and government agencies.
- Develop a strong network across key government stakeholders, decision-makers, consultants, agencies and ecosystem partners relevant to the events and experiential industry.
- Identify upcoming opportunities related to government events, exhibitions, conferences, cultural programmes, tourism events, festivals, public outreach programmes, activations, ceremonies and large-format experiences.
- Track and identify relevant tenders, RFPs, RFQs, EOIs and empanelment opportunities across government portals and other appropriate channels.




- Go beyond published tenders to develop an understanding of upcoming projects and opportunities at the planning/pre-tender stage, wherever appropriate.
- Evaluate opportunities based on strategic fit, eligibility criteria, commercial potential, competition and probability of conversion, and recommend bid/no-bid decisions.
- Understand tender requirements thoroughly, including technical eligibility, financial criteria, credentials, consortium/JV requirements, EMD/PBG requirements, timelines and submission processes.
- Coordinate the complete bidding process with internal concept, creative, production, commercial, finance, legal and documentation teams.
- Develop the appropriate pitch and bidding strategy for each chance and ensure that submissions address both technical requirements and the larger objectives of the government stakeholder.
- Participate in pre-bid meetings, presentations, technical discussions, negotiations and stakeholder meetings as required.
- Identify suitable partners, consortium members, vendors or specialist agencies where additional credentials or capabilities are required for a particular opportunity.




- Maintain an active pipeline of government opportunities and provide regular updates on lead status, upcoming tenders, bids submitted, conversion probability and expected business value.
- Work closely with leadership to establish and achieve annual government business and revenue targets.
- Represent the organisation at relevant government, industry, tourism and institutional forums to strengthen visibility and relationships.

Ideal Candidate Profile
- 10–15+ years of relevant experience, with significant exposure to Government/PSU business development.
- Prior experience within events, experiential marketing, exhibitions, tourism, MICE, cultural events, infrastructure experiences or allied sectors is strongly preferred.
- Demonstrated experience in successfully identifying, pursuing and winning Government tenders/RFPs.
- Strong existing relationships and understanding of the government ecosystem at Central and/or State Government level.
- Good understanding of government procurement processes, tender portals, GeM and e-procurement systems.
- Ability to understand complex tender documents and translate them into clear internal action plans.
- Strong commercial understanding with the ability to evaluate project feasibility, competition and potential risks.
- Excellent communication, presentation, negotiation and stakeholder-management skills.
- Comfortable working with senior government officials as well as internal leadership and cross-functional teams.
- Willingness to travel extensively for meetings, pitches, pre-bid discussions and business development.
