Job Description

Job Purpose
To lead, control, and ensure end-to-end compliance of bonded warehouse operations at the CFS, including custody of bonded cargo, Customs liaison, inventory control, security oversight, and audit readiness, in accordance with the Customs Act, 1962, Warehousing Regulations, CFS Licensing Conditions, AEO Standards, and approved SOPs.
Key Responsibilities
1. Statutory & Customs Compliance (Core Responsibility)
• Act as the single point of responsibility for bonded cargo compliance at the CFS.
• Ensure adherence to:
o Customs Act, 1962
o Warehoused Goods Regulations
o CFS Licensing Conditions
o AEO / HCCAR requirements
• Ensure no bonded activity occurs without authorization and presence of CFS officials.
• Handle Customs queries, observations, notices, and audit points related to bonded cargo.
2. Bonded Cargo Operations Management
• Plan, supervise, and control:
o Receipt, storage, handling, and delivery of bonded cargo
o Stuffing / de-stuffing / re-packing (where permitted)
• Ensure strict segregation of bonded and non-bonded cargo.
• Approve and monitor cargo movement within bonded premises.
• Ensure cargo storage strictly follows approved bonded layout and stacking norms.
3. Inventory Control & Custody
• Maintain absolute custody and accountability of bonded cargo.
• Ensure daily reconciliation between:
o Physical stock
o System (CFS software)
o Bond / Stock Registers
• Review and sign off:
o Daily stock reports
o Long-standing cargo reports
o Exception / discrepancy reports
• Conduct and supervise joint physical verification with Customs.
4. Documentation & Records Management




• Ensure accurate maintenance and periodic review of:
o Bond Register
o Stock Register
o Inward / Outward movement registers
o Seal movement and seal integrity records
o Shutter opening & closure registers
• Ensure records are audit-ready at all times.
• Approve and monitor system controls restricting unauthorized activities in bonded area.
5. Security, Access Control & Risk Management
• Ensure:
o Controlled access to bonded warehouse
o CCTV coverage, recording, and retention as per norms
o Security deployment strictly as per approved SOP
• Investigate and report any loss, pilferage, tampering, or deviation immediately to management and Customs.
• Implement risk mitigation measures and corrective actions (CAPA).
6. Long-Standing & Sensitive Cargo Management
• Monitor bonded cargo beyond permissible storage period.
• Liaise with Customs for:
o Extensions, disposal, auction, or destruction as applicable
• Ensure special handling for hazardous, sensitive, or high-value bonded cargo.
7. Team Leadership & Training
• Lead and supervise bonded warehouse staff.
• Conduct periodic training on:
o Customs regulations
o SOPs
o AEO compliance
• Ensure staff awareness of penalties and consequences of non-compliance.
8. Audit, Inspection & Compliance Readiness




• Act as nodal officer during:
o Customs audits
o AEO audits
o Internal and external inspections
• Ensure closure of audit observations within defined timelines.
• Prepare and submit compliance reports to management and authorities.
9. Reporting & Management Coordination
• Submit:
o Daily bonded stock status
o Weekly compliance reports
o Monthly bonded cargo performance & risk review
• Escalate compliance risks proactively to senior management.
Authority Matrix
The Bond Manager is authorized to:
• Approve bonded warehouse operations within regulatory framework
• Restrict or suspend activities in case of compliance risk
• Recommend disciplinary action for SOP violations
• Represent the CFS before Customs authorities on bonded matters
Key Skills & Competencies
• Expert knowledge of bonded warehousing & Customs law
• Strong understanding of AEO / HCCAR frameworks
• High integrity and risk-based decision making
• Leadership, audit handling, and stakeholder management skills
• Strong documentation and system control orientation
Educational Qualification
• Graduate
• Skilled qualification in Customs / Logistics / Supply Chain preferred
Experience
• 7–12 years in CFS / ICD / Bonded Warehouse operations
• Proven experience in handling Customs audits and compliance
Accountability Clause
The Bond Manager is personally accountable for:
• Custody and control of bonded cargo
• Regulatory compliance lapses
• Stock discrepancies
• Audit non-conformities
• Security breaches within bonded warehouse
